OREDA Invites OEMs for Supply of Solar PV Modules and Mounting Structures
OREDA has invited eligible Original Equipment Manufacturers (OEMs) through a Request for Empanelment (RfE) for the supply of solar photovoltaic (PV) modules and module mounting structures across Odisha.

This initiative aims to support the state’s target of solarising all government buildings by December 2025, in line with India’s national renewable energy goals.
Manufacturers must meet stringent eligibility criteria. Solar PV module suppliers require a minimum cumulative supply of 4 MW over the last three years (2022-2025), while mounting structure suppliers need 1 MW. All bidders must possess valid ISO 9001 and ISO 14001 certifications and provide test reports from MNRE/BIS/NABL-accredited laboratories. Financially, solar module manufacturers must demonstrate an average annual turnover of INR 10 crore over the last three fiscal years, with mounting structure suppliers requiring INR 5 crore.
Critical deadlines include July 4, 2025, for pre-bid queries; July 14 for online bid submissions; and July 16 for hard copy submissions. Technical bids will be opened on July 17.
Bidders must pay a non-refundable processing fee of INR 1,180 via the e-procurement portal and a bid cost of INR 12,390. A bid security of INR 5 lakhs per component (bank guarantee) is mandatory. Post-empanelment, selected manufacturers must provide a 5-year warranty, establish four service centers in Odisha, and deliver materials within 30 days of order placement.
The tender explicitly prohibits consortium bids and subcontracting. Companies debarred by any government/PSU in the past five years are ineligible. OREDA reserves the right to annul the process without explanation. Successful vendors will be empanelled for one year to supply OREDA’s solar projects statewide.
