OREDA Invites Bids for 6.462 MW Rooftop Solar Projects on Government Buildings

Interested bidders have until December 22, 2023, to submit their proposals, with the bidding process scheduled to conclude on December 28.

Odisha Renewable Energy Development Agency (OREDA) has announced a bidding opportunity for the installation of 6.462 MW rooftop solar power projects on government buildings in Odisha. The initiative, following the Renewable Energy Service Company (RESCO) Model, includes the provision of net metering or virtual net metering facilities.

Interested bidders have until December 22, 2023, to submit their proposals, with the bidding process scheduled to conclude on December 28. The selected projects are expected to be operational within six months of signing the tripartite agreement, with a mandatory operation and maintenance period of 25 years.

To participate, bidders must provide bid security of INR 1 million (USD 12,000)/MW of quoted capacity. Successful bidders are then required to furnish a performance guarantee of INR 2.5 million (USD 30,000)/MW of the awarded capacity.

Eligible bidders should have a track record of installing and commissioning grid-connected solar projects, constituting at least 50 percent of the quoted capacity, within the last five years. Additionally, they must possess a net worth of INR 10 million (USD 119,987)/MW of the quoted capacity or demonstrate a minimum average turnover not less than INR 10 million (USD 119,987)/MW for any three years within the last five years.

Maintaining a capacity utilization factor between 15 percent and a maximum of 18.7 percent, not exceeding 90 percent of total electricity consumption, is a prerequisite for the selected installers.

OREDA stipulates the use of Mono PERC 300 Wp or higher solar modules with warranties ensuring a minimum output of 90 percent at the end of 10 years and 80 percent at the end of 25 years. Inverters must carry a warranty for five years.

OREDA mandates the deployment of solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
