Odisha’s Critical Minerals Sector to Reach USD 18–20 Billion by 2032

Odisha’s critical minerals sector may grow from USD 8 billion to USD 18–20 billion by 2032, study estimates, says Net Zero Energy Transition Association (NETRA).

Odisha’s critical minerals sector is projected to expand to USD 18–20 billion by 2032, up from USD 8 billion in 2025, driven by policy support and rising investment in processing and manufacturing, according to a study by the Net Zero Energy Transition Association (NETRA).

The study, released at the recently concluded 'Global Cleantech Expo-Odisha 2026', said that the state’s mining-processing-manufacturing profile is expected to shift sharply from 40-10-5 percent in 2025 to 50-40-30 percent by 2032, indicating a move towards higher value addition.

The two-day expo, held in Bhubaneswar on February 20–21, was inaugurated by Odisha MSME Minister Gokulananda Mallik and featured over 75 exhibitors from the clean technology sector. Senior officials from GRIDCO, OREDA, SECI and other industry bodies participated in the event.

NETRA Executive Director Debi Prasad Dash said Odisha’s large reserves of over 30 critical minerals position it as a key player in India’s clean energy supply chain. He added that initiatives such as a Rare Earth Corridor in Ganjam and a dedicated auction calendar for critical mineral blocks would strengthen value-added manufacturing in the state.

Recent discoveries of lithium in Nayagarh and deposits of graphite, vanadium and cobalt have accelerated Odisha’s push to develop downstream industries in solar, battery and electric vehicle manufacturing. Several companies, including Tata Power, Hindalco and Luminous, have announced manufacturing investments in the state, citing port connectivity and export potential.

Addressing the event, Mallik said that the government’s development strategy balances industrial growth with environmental sustainability through its ‘5J’ vision covering water, forests, land, wildlife and people.

The expo also hosted the Global Cleantech Excellence Awards-Odisha, recognising achievements across the solar, clean energy and startup ecosystem.

With more than 35 critical mineral blocks slated for auction and expanding infrastructure, Odisha is emerging as a major hub in India’s critical minerals and clean technology landscape.
