The Odisha Energy Department and the Global Energy Alliance for People and Planet (GEAPP) have recently signed a memorandum of understanding (MoU) to roll out a coordinated programme aimed at accelerating the state’s clean energy transition.

The agreement, formalised in the presence of Deputy Chief Minister and Energy Minister Kanak Vardhan Singh Deo, establishes a strategic partnership focused on converting Odisha’s clean energy goals into actionable and measurable outcomes through aligned planning, technical support, pilot projects, and financing.

Speaking at the event, the Deputy Chief Minister noted that the collaboration is designed to fast-track Odisha’s shift to a resilient and investment-ready clean energy ecosystem by integrating policy backing, expert guidance, and on-ground implementation. He reaffirmed the government’s commitment to ensuring reliable power access for all.

Under the MoU, the partners will jointly work on energy transition planning, grid modernisation, and demand-side management to improve system efficiency and better integrate renewables. A major focus area will be accelerating Battery Energy Storage Systems (BESS) deployment, with support for techno-economic assessments, identification of suitable substations, use-case development, procurement documentation, and implementation oversight through a dedicated project management structure.

The collaboration also extends to livelihood-linked renewable energy initiatives, including solarising irrigation pumps under PM-KUSUM, advancing the Decentralised Energy for Women’s Economic Empowerment (DEWEE) programme, and supporting solar and energy-efficiency measures for MSMEs to lower costs and boost productivity.

The Energy Department will steward the partnership, coordinating engagements across government, industry, academia, and civil society while tracking progress. Balangir has been designated a model district for the initiative.
