Odisha Discoms Launch INR 5,000 Rooftop Solar Scheme Under Utility-Led Aggregation Model
Tata Power-led Odisha discoms have launched a INR 5,000 rooftop solar scheme under the ULA model, as part of the PM Surya Ghar Yojana, offering subsidies and hassle-free installation to boost adoption among middle-class and low-income households.

The Tata Power-led Odisha distribution companies (discoms) have launched a special one-kilowatt Rooftop Solar (RTS) scheme under the innovative Utility-Led Aggregation (ULA) Model, aligned with the Government of India’s flagship PM Surya Ghar Muft Bijli Yojana.
The ULA model is designed to make rooftop solar more affordable for domestic consumers with a one-kilowatt contract demand, particularly targeting middle-class and low-income households.
Typically, setting up a 1 kW rooftop solar system costs between INR 65,000 and INR 75,000. However, under this scheme, consumers are required to pay only a one-time contribution of INR 5,000, with the balance covered through central and state subsidies. The Government of India provides INR 30,000 while the Odisha government contributes INR 25,000, together covering INR 55,000 of the cost.
As part of the initiative, the net meter will be provided by the discoms, while the solar generation meter cost will be borne by the consumer. Tata Power Odisha Discoms will handle end-to-end execution, including installation, quality checks, and after-sales service. The company has assured a five-year warranty on system components and 25 years on solar panels.
Explaining the benefits, Gajanan S. Kale, Chief, Odisha Distribution Business and CEO, TPNODL, said,"This initiative has been designed to benefit households who aspire to embrace solar energy but find the upfront cost prohibitive. With a 1 kW rooftop solar system, households can generate around 100 units of electricity per month, leading to average annual savings of nearly INR 5,000. This translates into consistent relief in monthly electricity bills while supporting Odisha’s renewable energy ambitions."
The discoms highlighted that the process will be hassle-free, requiring only a consent form and the one-time contribution from consumers. By adopting rooftop solar, households will not only reduce their power bills but also actively contribute to Odisha’s clean energy transition and India’s broader renewable energy targets.
The scheme is expected to accelerate mass adoption of rooftop solar across Odisha, empowering consumers to generate their own clean electricity, reduce dependence on conventional power sources, and support the state’s sustainable development goals.
