NYPA, EDF Partner to Develop 240 MW Rich Road Solar Project in US

The New York Power Authority has acquired a 51 percent stake in the 240 MW Rich Road Solar project in New York through a public-private partnership with EDF power solutions North America, with construction expected to begin in 2027.

The New York Power Authority (NYPA) has announced that it has acquired a 51 percent majority stake in the 240 MW Rich Road Solar project in Canton, St. Lawrence County, US, through a public-private partnership with EDF power solutions North America.
 
The project, spread across 1,400 acres, is expected to commence construction in late 2027 and begin commercial operations in 2029. It is expected to support more than 250 union construction jobs and will contribute to NYPA’s Renewable Energy Access and Community Help (REACH) programme, which provides bill credits to low-income New Yorkers.
 
Under the agreement, NYPA, through its wholly owned subsidiary New York Renewable Energy Development Holdings Corporation (NYRED), will hold the mandated 51 percent majority ownership. EDF power solutions will retain a minority stake, remain involved in development and oversee construction of the solar array.
 
Commenting on the development, Justin E. Driscoll, President and CEO, New York Power Authority, said, “Amid industry headwinds, NYPA has built the business structures, assembled a team of seasoned professionals, and refined the project pipeline needed to advance large-scale renewable development across the state. This year, those efforts are bearing fruit: Rich Road Solar is the first NYPA project to leverage a public-private partnership model and secure expiring federal tax credits. We’re pleased to be partnering with EDF power solutions on this project as we bring this large-scale solar project to fruition. This project development demonstrates a successful model for New York State to accelerate clean energy projects statewide and strengthen New York’s grid with emissions-free generation resources.”
 
The project’s 20-year Tier-1 Renewable Energy Certificates (RECs) contract was awarded under the New York State Energy Research and Development Authority’s (NYSERDA) 2025 Renewable Energy Standard Request for Proposals. It will provide USD 1.2 million in host community electricity benefit payments during the first 10 years of operation, while NYPA has committed USD 300,000 annually to the REACH programme once the project becomes operational.

Rich Road Solar is the first large-scale renewable energy project acquired by NYPA through a public-private development model to ensure the project is built. The development follows NYPA’s recent efforts to accelerate renewable projects and take advantage of expiring federal tax credits.
