NVVNL Invites Bids for 1698 kW Grid-Connected Rooftop and Ground-Mounted Solar Project

The project aims to install Solar Photovoltaic (PV) systems on the rooftops of MIL buildings, ideally in shadow-free areas to maximise power generation.

NTPC Vidyut Vyapar Nigam Ltd (NVVN) has announced an Invitation for Bids (IFB) for the development of a 1698 kW grid-connected rooftop and ground-mounted solar power project at MIL (Aruvankadu and Trichy).

The project aims to install Solar Photovoltaic (PV) systems on the rooftops of MIL buildings, ideally in shadow-free areas to maximise power generation. The final plant capacity will be determined based on detailed engineering and approved designs for each building's rooftop solar setup.

The successful bidder will be responsible for a comprehensive scope of work, including design, engineering, testing, and other relevant activities. This includes a preliminary visual assessment of the roofs, arranging water and electricity, ensuring security, and determining the optimal capacity for the Solar PV plants.

Additionally, the bidder will handle operation and maintenance (O&M) activities for ten years. Detailed specifications and requirements are outlined in the Technical Specification (Section VI) of the bidding document.

Bidders are encouraged to visit the GePNIC (e-tender) portal of NTPC for updated information on the bidding schedule, including the sale date and time of bidding documents, bid submission start and end dates, and the opening dates for the Techno-Commercial Bid. The date and time for the Price Bid Opening will be announced separately by NVVN. There is no cost for bidding, but a Bid Security of INR 10,00,000 is required.

Eligibility for this tender is restricted to Class-I and Class-II local suppliers, as defined in the bidding documents and the Public Procurement (Preference to Make in India) Order. Bidders should familiarise themselves with the relevant provisions in the bidding documents before submitting their bids. 

Additionally, any bidder from a country sharing a land border with India must be registered with the competent authority specified in the Bidding Documents to be eligible. This requirement also applies to bidders with a Transfer of Technology (ToT) arrangement with entities from such countries. However, this registration requirement does not apply to bidders from countries to which the Government of India has extended lines of credit or is engaged in development projects.

NVVN intends to finance this project through External Commercial Borrowings, Domestic Commercial Borrowings, or its own sources.
