NVVN Seeks Bids for 25.65 MW Rooftop Solar Projects for Delhi Police and Govt. Buildings

NTPC Vidyut Vyapar Nigam invites bids for a 25.65 MW rooftop solar project, including installations for Delhi Police and government buildings. The scope includes design, installation, and 10 years' maintenance.

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, invites online bids for the development of a 25.65 MW grid-connected rooftop solar power project. This initiative aims to install solar photovoltaic (PV) systems on the rooftops of various buildings, including those belonging to the Delhi Police, NTPC EOC/NTPC Township at Noida, and other government buildings in Delhi and its neighboring districts.

The installation must be executed in shadow-free areas to maximise energy generation, and the final capacity will be confirmed based on detailed engineering and approved designs. The bid process is structured on a Single Stage Two Envelope Basis: Envelope-I for the Techno-Commercial Bid and Envelope-II for the Price Bid.

The bids must be submitted by September 9, 2024. It will be opened on September 10, 2024. All bids must include a Bid Security amounting to INR 2,00,00,000 (Indian Rupees Two Crores Only), provided in the form specified in the bidding documents and a tender fee of INR 22,500 must be submitted by the bidders.

The tender has been issued for four different classifications viz. for capacity up to 50 kW, between 51 to 200 kW, between 201 to 1,000 kW and for capacity above 1,000 kW.

The scope of work encompasses the complete design, engineering, supply, installation, testing, and commissioning of the solar PV systems. This includes connection to existing mains and internal electrical loads.

Additionally, bidders must ensure that the project site is prepared, with preliminary visual assessments of rooftops, proper water and electricity arrangements, and secure access. The project site will be handed over on an 'as-is-where-is' basis, and bidders are required to inspect and assess the site thoroughly before submitting their bids.

As per the document, commissioning is defined as when the system begins generating electricity for at least five continuous hours, including setups for net metering or billing. Bidders are responsible for arranging all necessary materials, manpower, scaffolding, machinery, tools, transportation, and safe storage. This also includes any underground cabling required for connecting the solar project to consumer panels.

Comprehensive operation and maintenance (O&M) for ten years post-completion is required, covering all spare parts, major overhauls, and routine maintenance. The solar PV systems must be equipped with a remote monitoring system (RMS), including data storage, uninterrupted connectivity, and necessary internet arrangements. Bidders must also provide a solar PV module cleaning system and arrange water for cleaning purposes. All fees related to project registration, net metering, or other approvals must be borne by the bidder.

Additionally, the bidder must ensure that installation and maintenance do not damage the roofs. Any damage caused must be repaired immediately at no extra cost. Safety measures, including lifeline arrangements and proper worker training, must also be provided. The bidder is required to warrant that the goods supplied are new, unused, of the latest technology, and incorporate recent improvements. The warranty must cover rectification of any defects in design, materials, and workmanship, including spare parts as specified.

NVVN plans to finance this project through External Commercial Borrowings, Domestic Commercial Borrowings, or its own sources. Detailed specifications, scope of work, and terms and conditions are available in the Bidding Documents on the e-procurement portal.

Bidders must meet specific technical criteria, including having designed, engineered, supplied, erected, or supervised the commissioning of Solar Photovoltaic (SPV) based grid-connected power plants with a cumulative installed capacity of 400 kWp or more. At least one plant should have a capacity of 40 kWp or greater, operational for at least six months before the bid submission deadline.

Alternatively, bidders can be developers of SPV plants with similar capacities and operational duration, for more details refer tender document given in the Government e-procurement portal of NIC (GePNIC).
