NTPC REL Invites Bids for 400 MW Solar Module Supply in Uttar Pradesh

NTPC Renewable Energy Ltd. (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Ltd., has invited domestic competitive bids for the supply of solar photovoltaic (PV) modules for its 400 MW solar power project in Chitrakoot district of Uttar Pradesh.
The tender was issued on February 4, 2026, through a single-stage, two-envelope bidding process followed by reverse auction. Under the scope of work, the selected bidder will be responsible for manufacturing, supplying, packing, forwarding, and transporting crystalline bifacial solar PV modules with a minimum nominal rating of 570 Wp.
The modules must fall under the OPEN category and be listed under both ALMM List-I for modules and ALMM List-II for solar cells. The project involves the supply of TOPCon, glass-to-glass, bifacial PV modules for a DC capacity of 580 MWp, along with an additional 1 percent quantity as spares.
NTPC REL has stated that the project will be financed through its own resources and/or external borrowings. Detailed technical specifications, scope of work, and contractual terms are provided in the official bidding documents available on the ETS e-tendering portal. The period for downloading the bidding documents is from February 6 to February 15, 2026. A pre-bid conference and the last date for submission of queries have been scheduled for February 17, 2026.
The deadline for submission of techno-commercial bids (Envelope-I) is March 2, 2026, by 3:00 pm IST, with bid opening scheduled the same day. Bidders are required to submit a bid security of INR 20 crore in the prescribed form. Micro and Small Enterprises (MSEs) registered under UDYAM are exempted from the payment of bidding document fees and earnest money deposit, in line with the Public Procurement Policy 2012.
To qualify technically, bidders must have manufactured and supplied a cumulative capacity of at least 200 MWp of solar PV modules or cells within any consecutive 12-month period over the last five years, with at least one single order of 50 MWp or more. Additionally, bidders must have a minimum annual manufacturing capacity equivalent to 1.67 times the quoted capacity. Group companies, subsidiaries, or holding companies meeting these criteria may also participate, subject to submission of a joint undertaking.
On the financial front, bidders must meet minimum turnover and net worth requirements. The average annual turnover for the preceding three financial years must be at least equal to the quoted capacity multiplied by INR 0.3195 crore per MWp. The bidder’s net worth must be at least 100 per cent of its paid-up share capital, either on a standalone or combined basis with eligible group or holding entities.
NTPC REL has clarified that bidders from countries sharing land borders with India will be eligible to participate only if registered with the competent authority, in accordance with government procurement norms. Companies with technology transfer arrangements with such entities will also need similar registration, except where exemptions apply under government lines of credit or development cooperation programmes.
Interested bidders must register on the ISN Electronic Tender Services (ETS) portal and submit a duly signed Non-Disclosure Agreement (NDA) before downloading the official bidding documents.
