NTPC REL Floats Tender for 600 MW Solar PV Projects in Maharashtra

NTPC Renewable Energy invites EPC bids for 600 MW solar projects in Dhule, Maharashtra, expanding India’s utility-scale renewable capacity growth.

NTPC Renewable Energy Ltd. (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Ltd., has invited bids for the engineering, procurement and construction (EPC) package for the development of 600 MW (2x300 MW) grid-connected solar photovoltaic (PV) projects at Dhule in Maharashtra.

The tender, issued under domestic competitive bidding, will be executed through a single-stage two-envelope bidding process, comprising a techno-commercial bid and a price bid, followed by a reverse auction.

The project has been divided into two blocks of 300 MW each, with bidders permitted to quote for either one block or the entire 600 MW capacity. The cumulative tender capacity stands at 600 MW.

According to the bidding document, the scope of work includes the complete design, engineering, manufacturing, supply, transportation, installation, testing and commissioning of the solar PV plants, including the supply of solar modules. The selected contractor will also undertake site grading, topographical surveys, geotechnical investigations, construction of tracker-based module mounting structures, inverter stations, electrical systems and associated civil infrastructure.

The EPC contractor will be responsible for power evacuation infrastructure up to the 33 kV main pooling switchgear at the owner's pooling substation. The package also includes module cleaning systems, internal roads, drainage facilities, CCTV surveillance, weather monitoring stations, SCADA systems, dynamic reactive power compensation equipment and harmonic filters to ensure grid compliance.

In addition to project execution, the successful bidder will provide comprehensive operation and maintenance (O&M) services for three years from the commissioning of the full project capacity, along with mandatory spares.

The bidding document will be available for download from June 24 to July 3, 2026, while the pre-bid conference is scheduled for July 7, 2026. The last date for submission of bids is July 22, 2026, with the opening of techno-commercial bids scheduled on the same day.

NTPC REL has prescribed a bid security of INR 20 crore for bidders quoting either a single 300 MW block or the entire 600 MW package.

To qualify under the technical criteria, bidders must have prior experience in developing or executing grid-connected solar PV projects with a cumulative installed capacity of at least 40 MWp, including at least one project of 10 MWp or above that has been operational for a minimum of six months. Alternative qualification routes have also been provided for EPC contractors with experience in large industrial projects and high-voltage substations.

Financially, bidders must demonstrate an average annual turnover ranging from INR 161 crore to INR 338 crore, depending on the capacity bid for, and maintain the required net worth criteria stipulated in the tender document.

NTPC REL stated that the project will be financed through its own resources and borrowings. The company has also mandated submission of a non-disclosure agreement (NDA) before bidders can access the detailed bidding documents through the electronic tendering portal.

The Dhule solar projects form part of NTPC REL’s ongoing efforts to expand utility-scale renewable energy capacity and support India's clean energy transition through large-scale solar deployments.
