NTPC Invites Bids for 250 MW/500 MWh BESS Projects at Gadarwara and Solapur

NTPC Limited has issued an Invitation for Bids (IFB) for the development of Battery Energy Storage System (BESS) at its Gadarwara and Solapur plants. The project aims to establish grid-connected, standalone BESS with a total capacity of 250 MW/500 MWh.
The scope of work includes the supply, packing, forwarding, and transportation of containerized battery storage, battery inverters/PCU, and energy management systems (EMS) to the respective project sites, including inland transit insurance. It involves the design and engineering of BESS, its integration with the grid and balance of system (BoS) infrastructure, and providing comprehensive warranty, operation and maintenance (O&M), and insurance for the project life. The work also includes supervision of installation, integration, and testing of BESS components (battery, PCS, and EMS) with the grid and BoS infrastructure as per RLDC, commissioning of BESS, and supply of mandatory spares.
The initiative involves an international competitive bidding process, inviting both domestic and international firms to participate. The tender is structured into a single-stage, two-envelope bidding system, comprising a Techno-Commercial Bid and a Price Bid. Interested parties can download the bidding documents from June 18, 2024, until July 2, 2024.
The project consists of multiple important parts: Firstly, the scope includes the supply, packing, and transportation of containerized battery storage units, battery inverters, and Energy Management Systems (EMS) to the respective project sites, complete with inland transit insurance. Secondly, firms are required to provide comprehensive design and engineering services for the Battery Energy Storage System (BESS), ensuring seamless integration with the grid and Balance of System (BoS) infrastructure. Thirdly, supervision of the installation, erection, and testing of the BESS, including integration with the grid and evacuation/BoS infrastructure, will be essential. The successful commissioning of the BESS will be a critical deliverable. Lastly, the project includes associated warranties, comprehensive operation and maintenance (O&M), and insurance for the project lifecycle, along with the supply of mandatory spare parts.
NTPC intends to finance the project through a combination of its own resources and borrowings. The bidding documents detail the specifications, scope of work, and terms and conditions. Bidders must provide a bid security of INR 10 Crore for Indian bidders or USD 1,193,900 for foreign bidders, ensuring serious participation.
To be eligible, bidders must meet specific criteria. They should have technical experience in manufacturing and supplying batteries for grid-interactive BESS of at least 40 MW cumulative capacity, with a minimum of one 10 MW system operating successfully for six months. Alternatively, bidders could be integrators with similar experience or possess a technical collaboration with a qualified battery manufacturer. Financial stability is also required, with bidders needing to demonstrate an average annual turnover of INR 1650 Million over the past three financial years, and a net worth as of the last financial year of at least 100 percent of the paid-up share capital.
Important dates to note include the availability of bidding documents from June 18, 2024, to July 2, 2024, a pre-bid conference on July 3, 2024, and a bid submission deadline of July 18, 2024. The techno-commercial bid opening will occur on July 18, 2024. The cost of the bidding documents is INR 22,500 for Indian bidders or USD 500 for foreign bidders, with payments accepted via demand draft or electronic transfer.
Interested parties must register with ISN Electronic Tender Services (ETS) and can download bidding documents from the ETS portal. Payments should be made to NTPC Limited, with the GSTIN and organization ID registered with ETS.
