NTPC Renewable Energy Ltd. (NTPC REL) has invited online bids for the supply of crystalline bifacial solar photovoltaic (PV) modules for its 2,100 MW solar projects at Fatehgarh and Bikaner in Rajasthan.

The tender covers the manufacturing, supply, packing, forwarding and transportation of solar PV modules. The procurement will follow a single-stage, two-envelope bidding process, comprising techno-commercial and price bids, followed by a reverse auction.

The tender has been divided into two clusters. Cluster A requires modules compliant with both the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers (ALMM) List-I for solar modules and List-II for solar cells. Cluster B requires modules compliant with ALMM List-I for solar modules only.

The total module requirement includes an additional 1 percent capacity for spare modules. NTPC REL has specified module capacities across two blocks in Cluster A and seven blocks in Cluster B, with individual block capacities ranging from 260 MWp to 390 MWp before the spare-module provision.

Only Class-I local suppliers, as defined under the government’s Public Procurement (Preference to Make in India) Order, 2017, and subsequent amendments, are eligible to participate. The delivery location will be Bikaner and/or Fatehgarh, Rajasthan, as communicated to the successful bidder at the time of issuance of the Notice of Award.

The bidding documents are available for download until October 24, 2026. A pre-bid conference and the deadline for submitting queries are scheduled for October 26, 2026. The deadline for submission of techno-commercial bids is November 5, with bids scheduled to open on the same day.

Bidders must meet the technical and financial qualification criteria specified in the tender. The technical requirements include experience in manufacturing and supplying solar PV modules or cells, while financial eligibility is assessed through average annual turnover and net-worth requirements. Bid security varies according to the capacity and combination quoted by bidders, with specified amounts ranging from INR 5 crore to INR 50 crore for the listed combinations.
