NTPC Calls for Bids on VRFB Storage System at its NETRA Facility in Greater Noida
This project involves a 600 kW/3000 kWh VRFB system, and the bidding process will follow a Single Stage Two Envelope Basis, requiring both a Techno-Commercial Bid and a Price Bid.

NTPC Limited has announced an invitation for online bids for the supply, installation, commissioning, and integration of a Vanadium Redox Flow Battery (VRFB) storage system at its NTPC Energy Technology Research Alliance (NETRA) facility in Greater Noida.
This project involves a 600 kW/3000 kWh VRFB system, and the bidding process will follow a Single Stage Two Envelope Basis, requiring both a Techno-Commercial Bid and a Price Bid.
The project scope includes the design and detailed engineering, procurement, fabrication, supply, packing, loading, forwarding, transportation, unloading, storage, preservation, and all necessary clearances and duties. Furthermore, the contractor will be responsible for construction, erection, commissioning, shop and field quality tests, and performance guarantee tests, in addition to the operation and maintenance (O&M) of the plant.
The timeline for NTPC’s bidding process for the Vanadium Redox Flow Battery (VRFB) project at the NETRA facility is set to commence with the issuance of the Invitation for Bid (IFB) on June 14, 2024. A pre-bid conference is scheduled for June 25, 2024, at the NTPC NETRA facility. The last date for the receipt of queries from bidders is June 26, 2024. Bidders are required to submit their proposals by July 8, 2024, followed by the opening of the Techno-Commercial bids on July 9, 2024.
All bidders must submit a security deposit of INR 20,00,000 and purchase the bidding documents for INR 5625.
In line with India's 'Make in India' initiative, only Class-I local suppliers are eligible to participate, as defined under the Public Procurement (Preference to Make in India) Order 2017 and its subsequent amendments. Additionally, bidders from countries sharing land borders with India must be registered with the competent authority as specified in the bidding documents.
As per the technical criteria bidders must have designed, engineered, and commissioned VRFB systems totaling 2400 kWh within the past ten years, with at least one project of 400 kWh operating successfully for six months.
Bidders should have completed a grid-connected or off-grid solar PV-BESS project valued at a minimum of INR 114 million in the past ten years, with successful operation for at least six months. They must also partner with a qualified VRFB manufacturer meeting the criteria above.
Financially, bidders should have an average annual turnover of at least INR 143 million over the past three financial years. The net worth of the bidder, or its combined entities, must meet or exceed 100 percent of their paid-up share capital.
