NLC India (NLCIL) has signed three Memoranda of Understanding (MoUs) with the Industrial Promotion and Investment Corporation of Odisha (IPICOL) to explore the development of a 3,200 MW ultra-supercritical coal-based thermal power plant, a coal gasification project linked to fertiliser production, and a beach sand mineral processing facility in Odisha.
The proposed thermal power plant, comprising four units of 800 MW each, involves a potential investment of INR 35,000 crore and is expected to generate employment for approximately 4,000 people, NLCIL said.
It further added that the proposed beach sand mineral processing facility entails a tentative investment of INR 2,000 crore and is expected to create around 500 employment opportunities.
Under the third MoU, NLCIL will explore the technical feasibility of coal gasification and the production of synthesis gas (Syn-Gas) for potential applications in the fertiliser sector. The initiative also aims to examine opportunities for establishing linkages between coal gasification and fertiliser production.
The MoUs were signed by I.S. Jasper Rose, Executive Director (Mines & Land), NLCIL, and Aboli Sunil Naravane, IAS, Managing Director, IPICOL. The signing ceremony, on October 22, 2026, in Mumbai, was attended by Mohan Charan Majhi, Chief Minister of Odisha; Hemant Sharma, IAS, Additional Chief Secretary, Industries Department and Energy Department, Government of Odisha; and Prasanna Kumar Acharya, Chairman-cum-Managing Director, NLCIL.
Through these initiatives, NLCIL and IPICOL aim to support Odisha's industrial development, strengthen its power infrastructure, promote mineral-based industries and explore opportunities to integrate the coal and fertiliser sectors.
