NLC India has floated a tender for the development of 250 MW/500 MWh standalone battery energy storage systems (BESS) project in EPC mode in Tamil Nadu.
The scope covers turnkey design, engineering, supply (excluding power transformers), installation, civil works, testing, commissioning, and performance demonstration of a 250 MW / 500 MWh BESS across the Ottapidaram, Annupankulam, and Kayathar substations in Tamil Nadu.
Bidders must also provide comprehensive operation and maintenance (O&M) for 12 years.
Bidders need to pay INR 20,000 for the tender document. Further, they need to furnish about INR 6.73 crore as a bid security.
The last date for submission of bids is January 30, 2026 till 2:30 PM. The techno-commercial bids will be opened on the same day at 3:00 PM.
The BESS is required to deliver a minimum round-trip efficiency of 87 percent in its first year of operation and at least 85 percent from year two through year twelve, while maintaining a system availability of 95 percent.
Successful bidders will be responsible for executing all civil works on a turnkey basis, including provision of free-issue items, services, performance demonstration, and associated equipment and materials. They must also reroute existing utility transmission lines, carry out site grading and filling, and develop the approach road to the leased project land.
The selected bidders must secure all statutory and administrative approvals, permits, and clearances for the project, covering environmental approvals, land-use permissions for the BESS and its transmission system, site access, and water availability for construction and O&M activities.
The bidder must have manufactured and supplied batteries of cumulative capacity of a minimum of 80 MWh for grid-interactive battery energy storage system(s), out of which at least one supply order should be of a minimum 20 MWh capacity.
Alternatively, the bidder must have supplied, installed/supervised installation, and commissioned/supervised commissioning of grid-interactive BESS of cumulative installed capacity of a minimum of 80 MWh, out of which at least one grid-interactive BESS must be of a minimum of 20 MWh capacity.
The reference BESS capacity of 20 MWh must have been in successful operation for at least six months prior to the date of techno-commercial bid opening.
Alternatively, the bidder must have designed, supplied, erected/supervised erection and commissioned/supervised commissioning of solar photovoltaic (SPV)/wind-based grid-connected power plant(s) of an installed capacity of 100 MWac or higher in a single project or single work, respectively. The same must be in successful operation for at least one (1) year prior to the date of techno-commercial bid opening.
Alternatively, the bidder must have executed in the last 10 years an industrial project either as a developer or as an EPC contractor in the area of power, steel, oil and gas, petrochemical, fertilizer, cement, coal mining including coal handling plant and or any other process industry, of a value of at least INR 140 crore, in a single project or single work.
The same should be in successful operation for at least one year for industrial projects other than RE projects and for at least six months for solar and wind projects.
Additionally, the bidder must have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC Contractor. The same should be in successful operation for at least one year for industrial projects other than RE projects and for at least six months for RE projects, prior to the date of techno-commercial bid opening.
The bidder must have a positive net worth as per the latest audited financial statements. Additionally, the average annual turnover of the bidder must not be less than INR 140 crore for the last three consecutive financial years.
