NHPC Invites Bids for 23.34 MW Rooftop Solar Projects in Jammu and Kashmir

NHPC has invited bids for installing 23.34 MWac rooftop solar systems on 279 government buildings across Jammu & Kashmir under the RESCO mode through JAKEDA. Bid submission ends on July 21, 2025.

NHPC has floated a tender for the selection of developers for installing rooftop solar plants on buildings of various government departments in Jammu and Kashmir totalling 23.34 MWac through JAKEDA in RESCO mode.

The project involves installing rooftop solar power systems across 279 buildings belonging to the Departments of Law, Justice & Parliamentary Affairs, Jal Shakti, Irrigation & Flood Control, Forest, Ecology & Environment, and Home in Jammu & Kashmir, under the supervision of the Jammu & Kashmir Energy Development Agency (JAKEDA).

The project needs to be completed within 9 months.

The tender is divided into eight categories based on departmental building allocations.

Bidders need to pay a tender document fee of INR 5,000 for Category 1, 2 and 3; INR 1,500 for Category 4, 5, 7 and 8 and INR 1,000 for Category 6.

Further, they need to furnish an earnest money deposit (EMD) of INR 32.44 lakh, INR 50.94 lakh, INR 47.66 lakh, INR 9.91 lakh, INR 12.72 lakh, INR 3.56 lakh, INR 18.50 lakh and INR 11.64 lakh, respectively for Categories 1-8.

The last date for submission of bids is July 16, 2025. The techno-commercial bids will be opened on July 21, 2025.

Selected bidders will be responsible for facilitating net metering, obtaining no-objection certificates (if applicable), and ensuring seamless synchronization with the existing distribution network at the project sites.

Only modules from the Approved List of Models and Manufacturers of a minimum 500 Wp capacity must be used in the projects. The PV Module efficiency should be a minimum of 20 percent.

The bidder must be a developer or an EPC player having designed, supplied, erected and commissioned solar photovoltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 400 kWp or higher, out of which at least one plant should have been of 40 kWp or more.

Alternatively, the bidder must have executed in the last 10 years either as a developer or as an EPC contractor in the process industry or in infrastructure development of a single work having a minimum value of INR 4 crore.

Additionally, the bidder must have executed at least one electrical sub-station of 11 kV or above voltage level, consisting of equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC contractor which should be commissioned up to the last date of submission of bid.

As for financial eligibility, the average annual turnover in the preceding 3 years must not be less than INR 8.65 crore for Category 1, INR 13.68 crore for Category 2, INR 12.71 crore for Category 3, INR 1.98 crore for Category 4, INR 2.54 crore for Category 5, INR 0.71 crore for Category 6, INR 3.70 crore for Category 7 and INR 2.33 crore for Category 8.

The bidder must have a positive net worth in at least two financial years out of the last three financial years, with the condition of positive net worth in the immediately preceding financial year. The bidder must possess a working capital of at least INR 4.81 crore for Category 1, INR 7.55 crore for Category 2, INR 7.06 crore for Category 3, INR 1.10 crore for Category 4, INR 1.41 crore for Category 5, INR 0.40 crore for Category 6, INR 2.06 crore for Category 7 and INR 1.29 crore for Category 8.
