MSEDCL Seeks 1,000 MW/4,000 MWh BESS for 5 Years

Maharashtra State Electricity Distribution Company has invited bids to procure 1,000 MW/4,000 MWh of BESS capacity for five years, with a 500 MW/2,000 MWh green shoe option, for on-demand energy storage services. Bid submission ends on October 6, 2026.

Maharashtra State Electricity Distribution Company (MSEDCL) has floated a tender to procure energy for five years through Battery Energy Storage Systems (BESS) of 1,000 MW/4,000 MWh (1 Cycle/Day) with a 500 MW/2,000 MWh green shoe option.

The primary objective of the BESS is to provide energy storage services to MSEDCL on an on-demand basis, with discharge of stored energy during the period from 05:00 PM to 07:00 AM and charging of the BESS during solar hours, as may be scheduled by MSEDCL.

The projects must be connected to the CTU/STU/MSETCL sub-stations. For the BESS projects, the land identification, acquisition, possession, and maintenance must be entirely within the scope and responsibility of the BESSD.

Bidders need to pay INR 29,500 as a tender document fee. They must also pay INR 3 lakh (plus GST) as a tender processing fee. Further, bidders need to furnish INR 1 lakh/MW as an earnest money deposit (EMD). Selected bidders must deposit INR 10 lakh/MW as a performance bank guarantee (PBG), prior to signing the battery energy storage purchase agreement (BESPA).

The last date for submission of bids is October 6, 2026 till 3:00 PM. The techno-commercial bids will be opened on the same day at 4:00 PM.

The minimum bid capacity must be 100 MW/400 MW and in multiples of 100 MW/400 MW thereof.

The BESPA shall be valid for a period of 5 years from the Scheduled Delivery Date of the project. Any extension of the BESPA beyond the term of the BESPA shall be through mutual agreement between BESSD and MSEDCL.
