MSEDCL Invites EOI for 2 GW / 4 GWh BESS Projects Under Phase-2

MSEDCL invites EOI for 2,000 MW / 4,000 MWh BESS projects under MSEDCL Phase-2, seeking EPC partners with INR 25,000 EMD.

The Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) has invited Expressions of Interest (EOI) for selecting Engineering, Procurement and Construction (EPC) partners to develop large-scale Battery Energy Storage Systems (BESS) totalling 2,000 MW / 4,000 MWh.

The projects will be implemented under the Maharashtra State Electricity Distribution Company Ltd.’s (MSEDCL) Phase-2 tender, issued through a Tariff-Based Global Competitive Bidding process.

Under this initiative, Maharashtra State Electricity Transmission Company Ltd. (MSETCL) aims to identify technically capable and financially strong EPC partners to jointly bid for and execute grid-scale battery storage projects across Maharashtra. The systems will play a critical role in improving grid stability, ensuring round-the-clock renewable power supply, and supporting the state’s clean energy transition goals. MSETCL, a Government of Maharashtra undertaking, serves as the state’s transmission utility and is spearheading multiple grid modernisation and storage integration projects to strengthen Maharashtra’s power infrastructure and facilitate renewable energy growth.

The selected partners will be responsible for the design, engineering, supply, construction, testing, commissioning, and long-term operation and maintenance of the battery systems on a turnkey basis. The projects are to be developed at MSETCL’s substations, with an expected total capacity allocation of 1,000 MW / 2,000 MWh to MSETCL within MSEDCL’s larger 2,000 MW / 4,000 MWh tender.

According to the tender document, the empanelled EPC partners will not be permitted to bid independently or indirectly for the same project. The BESS facilities are expected to comply with all applicable CEA grid standards, cybersecurity requirements, and safety regulations. The execution period for each project is set at 15 months from the issuance of the Letter of Award.

Technically, bidders must demonstrate experience in manufacturing, supplying, installing, or supervising at least 20 MWh of BESS, or executing two EHV substations of 220 kV or above. Financially, bidders require an average annual turnover of INR 200 crore over three years and positive net worth. Collaboration with licensed battery manufacturers is permitted with supporting documentation

Interested parties must submit their EOIs by October 24, 2025. An earnest money deposit (EMD) of INR 25,000 in the form of a bank guarantee valid for two years is required along with the submission. Bidders may refer the document for more details.
