MSEDCL FloatsTender for 2,000 MW/4,000 MWh BESS Projects

MSEDCL invites global bids for 2,000 MW/4,000 MWh BESS projects under Phase-2 on a BOO basis, aiming to enhance grid flexibility and renewable integration through a competitive reverse auction process.

The Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) has issued a global tender seeking bids to develop 2,000 MW/4,000 MWh Battery Energy Storage Systems (BESS) under Phase-2 of its energy storage initiative.

The projects will be developed on a build-own-operate (BOO) basis and used 'on demand' by MSEDCL. The procurement is aimed at bolstering grid flexibility and improving renewable energy integration.

According to the Request for Selection, the bidding will be conducted through a single-stage, two-envelope system comprising techno-commercial evaluation followed by a reverse auction.

The reverse auction will have a minimum decrement of INR 0.01/kWh. In case only one bidder qualifies, MSEDCL may proceed with MERC's consent. If more than five bids are received, those quoting the highest tariffs may be disqualified to ensure competitive pricing, provided the total quoted capacity still meets the 2,000 MW target.

The document fee is set at INR 29,500 (inclusive of GST). Bidders must also pay a non-refundable processing fee of INR 15 lakh plus GST and submit an Earnest Money Deposit (EMD) of INR 4.2 lakh per MW. The selected developers will need to furnish a Performance Bank Guarantee (PBG) or Payment on Order Instrument (POI) worth INR 10.5 lakh per MW before signing the Battery Energy Storage Purchase Agreement (BESPA).
