MPUVNL Invites Solar Developers to Setup 30 MW Rooftop PV Projects under RESCO Model

State-owned Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited solar power developers, via issuing a request for proposal (RfS), for setting up of grid-connected rooftop solar PV systems with an aggregate capacity of 30 MW.

State-owned Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited solar power developers, via issuing a request for proposal (RfS), for setting up of grid-connected rooftop solar PV systems with an aggregate capacity of 30 MW.

The solar power developers will be selected through tender cum reverse auction process, and the projects will be setup by shortlisted bidders at various locations in Madhya Pradesh for sale of solar power under RESCO model.

The interested bidders can purchase the RfP till November 27, 2020 at 14:00 hours, while the bids can be submitted till 18:00 hours on the same date. On the other hand, Technical bids will be opened on December 4, 2020 at 11:00 hours and financial bids will be opened on December 9, 2020 at 12:00 hours.

The scope of work includes design, engineering, supply, financing, installation, testing and commissioning of the projects, along with Comprehensive Operation & Maintenance for 25 Operational years of these projects.

Further, bidders will have to pay a bid processing fee of Rs 50,000 through online model.

For financial eligibility criteria, the bidder must have minimum net worth of about Rs 80 lakhs per MW of connected rooftop solar PV project for project group. In case of Consortium, net worth will be fulfilled by Lead member only.

Moreover, the solar developers are expected to deposit a Bid Security amount of Rs 8 lakhs per MW.

Besides, the bidders must ensure compliance to the Approved Lists of Models & Manufacturers (ALMM) guidelines and use modules from the manufacturers from the operationalized list.

Moreover, the Solar Modules used in this program should be Made in India. Such Projects are eligible for concessional funding from World Bank available through State Bank of India, Asian Development Bank available through Punjab National Bank and Indian Renewable Energy Department Agency if Bidder meets the criteria set out by each respective bank / agency
