MNRE’s NIBE Invites EoI to Empanel Training Centres Under Jaiv Urja Mitra Programme
SSS-NIBE under MNRE has invited Expressions of Interest (EoI) to empanel training centres for the Jaiv Urja Mitra programme, aiming to skill youth in bioenergy operations across 17 states.

Sardar Swaran Singh National Institute of Bio Energy (SSS-NIBE), an autonomous institute under the Ministry of New and Renewable Energy (MNRE), has invited Expressions of Interest (EoI) to select Training Centres (TCs) for imparting training under the Jaiv Urja Mitra Skill Development Programme (JUMP).
The empanelment of training centres will initially be valid for one year and may be extended further, subject to the continuation of the programme. The last date for submission is 21 February 2026.
Under MNRE’s skill development initiatives, SSS-NIBE has been designated as the nodal agency for implementing the Jaiv Urja Mitra Programme. The initiative aims to build a skilled workforce for India’s bioenergy sector, supporting employment generation in biomass-based power generation and biofuel production.
The programme focuses on creating trained manpower for the development, operation and maintenance of bioenergy plants in line with national targets. In the first phase, training will be provided for four job roles, Biomass Depot Operator, Agri-Residue Aggregator, Technician (Operation and Maintenance – Compressed Biogas), and Technician (Operation and Maintenance – Pellets and Briquettes).
A total of 840 candidates will be trained under the programme, along with 110 trainers under a Training of Trainers (ToT) component. The residential training programme will provide boarding and lodging facilities at the selected training centres. Special emphasis will be given to candidates from rural backgrounds, women, unemployed youth and SC/ST categories.
Training centres will be selected across 17 states, including Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal, Chhattisgarh, Bihar, Odisha, Delhi, Telangana, Gujarat, Uttarakhand, Haryana, Punjab, Madhya Pradesh, Uttar Pradesh, Maharashtra and Rajasthan, for the FY2025–26 cycle. Empanelled centres may also be considered beyond the current financial year, subject to fresh sanction from MNRE.
Eligible applicants include government and private institutes, universities, ITIs, polytechnics, skill development centres, NGOs and industries working in the bioenergy sector, particularly in compressed biogas, pellets and briquettes, and biomass aggregation and depot operations.
NIBE said that the selection process will be carried out by a Technical Evaluation Committee based on infrastructure, hostel facilities, qualified faculty, past training experience and availability of bioenergy laboratory equipment.
The total approved outlay for the programme stands at INR 443.22 crore, of which INR 441.18 crore will be funded by MNRE. Funding will be released in instalments based on training milestones and certification of candidates.
