MNRE Urges DISCOMs to Fast-Track Approvals for Rooftop Solar Ahead of ALMM List-II Deadline
The Ministry of New and Renewable Energy has advised DISCOMs and state authorities to expedite the inspection and issuing of commissioning certificates of rooftop solar projects already installed before the June 1, 2026 deadline for mandatory compliance with ALMM List-II solar cell requirements.

The Ministry of New and Renewable Energy (MNRE) has issued an advisory to all DISCOMs, electricity departments, State Nodal Agencies (SNAs) and Chief Electrical Inspectors of Government (CEIGs) to ensure timely inspection and issuing commissioning certificates of rooftop solar projects ahead of the June 1, 2026 deadline for mandatory compliance with the Approved List of Models and Manufacturers (ALMM) List-II requirements for solar cells.
MNRE noted that it has received multiple representations highlighting delays in inspection and issuance of commissioning certificates for rooftop solar projects that are either already installed or likely to be installed before May 31, 2026.
According to the ministry, such delays by DISCOMs and other authorities could result in these projects missing the June 1, 2026 commissioning deadline and consequently becoming non-compliant with the ALMM List-II mandate.
As per ALMM requirements, net-metering projects and open access renewable energy projects are mandated to use solar PV modules enlisted under ALMM. Projects commissioned before June 1, 2026 would be exempted from sourcing solar PV cells from ALMM List-II. However, all projects commissioned on or after June 1, 2026 would be required to mandatorily source both solar PV modules from ALMM List-I and solar PV cells from ALMM List-II.
MNRE clarified that the advisory is aimed at preventing already-installed rooftop solar projects from facing compliance issues solely due to procedural delays in inspections and commissioning approvals. The ministry has therefore advised all concerned authorities to facilitate timely inspections and expedite commissioning approvals for eligible rooftop solar projects before the deadline.
