MNRE Seeks Monthly Solar Cell and Module Price Data from ALMM-Listed Manufacturers

The Ministry of New and Renewable Energy has directed all ALMM-listed solar cell and module manufacturers to report monthly price ranges of domestically manufactured products to the National Institute of Solar Energy, aiming to enhance market transparency and prevent profiteering amid the implementation of ALMM List-II from June 1, 2026.

The Ministry of New and Renewable Energy (MNRE) has directed all Approved List of Models and Manufacturers (ALMM)-enlisted solar PV module and cell manufacturers to submit monthly price ranges of domestically manufactured solar cells and modules to the National Institute of Solar Energy (NISE), as the government proceeds with the implementation of ALMM List-II for solar cells from June 1, 2026.
 
MNRE, in an earlier OM, decided against granting a blanket extension for the applicability of ALMM List-II beyond June 1, 2026. However, it stated that projects under net-metering, open-access and renewable energy categories that have already made investments but face commissioning delays may be considered for appropriate extensions on a case-by-case basis.
 
The ministry noted that the decision reflects the government's commitment to policy stability, domestic manufacturing growth and investor confidence. At the same time, it stressed the need to ensure that prices of domestically manufactured solar cells and modules remain within a reasonable range and are not influenced by excessive opportunistic profiteering.
 
To enhance market transparency, MNRE has asked all ALMM-listed manufacturers to submit monthly price ranges for domestically manufactured solar PV cells and modules, including both DCR and non-DCR variants, for utility-scale and distributed renewable energy projects. The data must be submitted to NISE before the 10th of every month, with manufacturers expected to provide representative price ranges while excluding abnormal or outlier transactions.
 
The reporting framework covers a broad range of technologies, including Mono-PERC, TOPCon and HJT solar modules manufactured using both imported and domestically manufactured cells, along with domestically manufactured solar cells across these technologies. Manufacturers are also required to separately provide pricing for utility-scale projects above 10 MW and distributed renewable energy projects below 10 MW.
 
MNRE has warned that manufacturers failing to provide the required price information may face regulatory action, including withholding of capacity addition or model inclusion applications and potential removal from the ALMM lists.
 
The ministry has also tasked NISE with collecting, verifying and analysing the submitted data against market prices and vendor records before forwarding it to MNRE on a regular basis.
