MNRE Reopens NISE DCR Portal till July 23 for ALMM List-II Investment Protection Claims
The Ministry of New and Renewable Energy has extended the deadline for renewable energy developers to submit applications under the ALMM List-II investment protection framework by reopening the NISE DCR portal until July 23, 2026.

The Ministry of New and Renewable Energy (MNRE) has announced the re-opening of the National Institute of Solar Energy (NISE) portal for submission of applications seeking extension for project commissioning beyond June 1, 2026 under the Approved List of Models and Manufacturers (ALMM) List-II compliance framework for solar cells to protect investments already made.
Earlier, MNRE directed developers seeking a time extension to upload all prescribed supporting documents and evidence on the DCR Portal by June 30, 2026. It further clarified that no physical application will be entertained.
As per the latest notification, the portal will now be open till July 23, 2027.
The decision comes following requests received from renewable energy (RE) power developers seeking additional time to submit their claims. After examining these representations, the Ministry has decided to extend the application window by reopening the portal until July 23, 2026.
MNRE, in an Office Memorandum dated May 25, 2026, decided not to grant any blanket extension beyond June 1, 2026. However, renewable energy projects that had either completed solar module installation or undertaken ‘effective steps’ towards project execution before the deadline may be considered for exemption from ALMM List-II requirements on a project-specific basis.
Under Category I, projects where 100 percent of solar PV modules had been installed before June 1, 2026 but commissioning remained pending may qualify for exemption. Developers will be required to submit approval or certification from the concerned Electrical Inspectorate confirming completion of DC-side installations, including module installation.
Under Category II, projects that had undertaken ‘effective steps’ before the deadline must satisfy multiple conditions simultaneously to qualify for consideration. These include possession of at least 75 percent of project land before June 1, 2026, achievement of financial closure, grant of in-principle connectivity, and approval of electrical drawings before May 1, 2026.
Additionally, developers must either demonstrate that 100 percent of required solar modules had reached the project site before notification of the memorandum or prove that over 50 percent of modules had already been installed prior to June 1, 2026. Supporting documents such as land records, loan sanction letters, connectivity approvals, GST invoices, e-way bills, geo-tagged photographs and Electrical Inspectorate certifications will be required.
The portal can be accessed through the National Institute of Solar Energy's (NISE) online platform at https://solardcrportal.nise.res.in/.
MNRE has categorically stated that no physical applications will be accepted for processing. Developers have also been advised to ensure that all information and documentary evidence submitted on the portal is complete, accurate, and duly authenticated to avoid delays or rejection of claims.
