MNRE Renames RLMM to ALMM (Wind); Revises Enlistment Norms for Wind Turbine Components
The Ministry of New and Renewable Energy (MNRE) has renamed the Revised List of Models and Manufacturers of Wind Turbines (RLMM) to the Approved List of Models and Manufacturers (Wind) — ALMM (Wind). It introduced stricter localisation, data storage, and component sourcing norms to strengthen India’s wind energy ecosystem.

The Ministry of New and Renewable Energy (MNRE) has renamed the Revised List of Models and Manufacturers of Wind Turbines (RLMM) to Approved List of Models and Manufacturers (Wind) i.e. ALMM (Wind).
The Type Certificate of the wind turbine model shall mandatorily include Blade, Tower, Gearbox, Generator and Special Bearings (Main, Pitch and Yaw Bearing) assembly/manufacturing facility, the Ministry said in a statement. “These components shall only be sourced from such facilities which are included in ALMM (Wind Turbine Component),” it said.
The Ministry further clarified that a separate list named as Approved List of Models and Manufacturers (Wind Turbine Components) i.e. ALMM (Wind Turbine Components) will be issued.
The ministry has mandated locating Data Centre and/or servers in India. “All data pertaining to wind turbine must be stored and maintained within India. Transferring real-time operational data outside India shall be prohibited. Operational control of wind turbine must be conducted exclusively from a facility located within India,” it said further adding that R&D centre must be set up in India within one year from issuance of this OM.
The MNRE has clarified that the revised clauses will not be applicable the already bidded projects i.e. projects where bids have been closed before issuance of this amendment, subject to commissioning of the project within three years.
The wind power projects under captive, open access, commercial and industrial (C&I), and third party sale mode scheduled to be commissioned within 18 months from the date of issuance of the amendment is also exempt.
Additionally, new wind turbine manufacturer and or new model, as per SOP, limited to 800 MW for a period of two years from the date of enlistment in ALMM(Wind) will be exempt.
“A component sourcing portal shall be developed for monitoring the manufacturing and supply of wind turbines and all the listed wind turbine manufacturers are necessarily have to register and submit data through this portal,” it said.
