MNRE Reinstates ALMM for Solar PV Modules from April 1

The notification issued by the Ministry clarifies the requirements for compulsory registration of solar photovoltaic modules in India.

The Ministry of New and Renewable Energy (MNRE) is all set to reimpose the Approved List of Models and Manufacturers (ALMM) order for solar photovoltaic (PV) modules with effect from April 1, 2024.

Due to insufficient domestic module manufacturing capacity, the ALMM order was put on hold for the entire financial year (FY 2023-24). This decision was aimed at providing relief to solar PV manufacturers as it enabled them to import modules without the ALMM restriction.

The notification issued by the Ministry clarifies the requirements for compulsory registration of solar photovoltaic modules in India. According to the notification, “Each project where the solar PV modules have been received at the project site by March 31, 2024 and is unable to get commissioned by that day, on account of reasons beyond the control of the renewable power developer, would be examined separately.”

Recently, the Ministry increased the cumulative module manufacturing capacity in the ALMM list to 37,421 MW by adding 3,501 MW of new solar module capacity. Meanwhile, the list has 81 module manufacturers with the latest additions.

The ALMM reimposition order was issued by the Ministry in February this year, with exemptions announced for open access and non-subsidized rooftop solar projects. It was later suspended ‘until further orders’.

However, the latest notification on reimposition did not mention any of these exemptions.

The government’s decision to reinstate ALMM order on solar PV modules is expected to provide the much-needed relief to domestic manufacturers.
