MNRE Publishes First ALMM List-II for Solar Cells, Enlisted Capacity at 13,066 MW from 6 Players
The Ministry of New and Renewable Energy (MNRE) has released the first edition of its ALMM List-II for solar PV cells, enlisting 13,066 MW of domestic manufacturing capacity across six manufacturers and nine units.

The Ministry of New and Renewable Energy (MNRE) has published its first version of the ALMM (Approved List of Models and Manufacturers) List-II for solar PV cells.
In the list, the MNRE has listed 9 solar cell manufacturing units from a total of 6 manufacturers.
Adani Solar has enlisted the highest capacity among all at 3,832 MW from its 2 units – Mundra Solar Energy adding 1,939 MW of Bifacial Mono PERC and Mundra Solar PV adding 1,893 MW of Bifacial N-Type TOPCon solar cells. FS India Solar Ventures (First Solar) comes second at 3,212 MW.
Emmvee Energy has added a capacity of 1,553 MW in TOPCon solar cells from its plant in Karnataka. Premier Energies has enlisted a total capacity of 1,924 MW in Mono PERC cells with Premier Energies Photovoltaic adding 751 MW and Premier Energies International adding 1,174 MW.
ReNew Photovoltaics has enlisted 1,766 MW of capacity in Mono PERC solar cells. Jupiter International has added a total of 779 MW capacity in Mono PERC solar cells.
With this, the total enlisted capacity in ALMM List-II for solar PV cells reaches 13,066 MW.
Interestingly, this is almost half the capacity than what the government previously claimed. In a PIB release, dated April 1, 2025, MNRE noted, “solar PV cell manufacturing capacity tripled from 9 GW to 25 GW.” Some of the notable names which has already announced operationalisation solar cell plants including Waaree Energies, TP Solar, Websol Energy are missing in this list. However, this is the first version and is expected to be revised frequently as the deadline for its implementation – June 1, 2026, nears.
Recently, MNRE also clarified that the cut-off date for the implementation of ALMM List-II for solar PV cells will be one month after the publication of the list.
The Ministry clarified that for all projects which are mandated to use solar PV modules from ALMM List-I for solar PV modules, if the last date of bid submission is on or before the cut-off date, such projects shall be mandated to use solar PV modules from ALMM List-I for solar PV modules but will stand exempted from the requirement of using solar PV cells from ALMM List-II for solar PV cells, irrespective of their date of commissioning.
“Such projects will be exempt from the requirement of using solar PV cells from ALMM List-II, even if their date of commissioning is beyond June 1, 2026,” explained the MNRE.
