MNRE Mandates Registration of Domestic Solar PV Modules and Cells for DCR Verification
The Ministry of New and Renewable Energy (MNRE) has updated the ALMM order, mandating that all domestically manufactured solar PV cells and modules be listed on the DCR Verification Portal managed by the National Institute of Solar Energy (NISE) for enhanced traceability and compliance with Domestic Content Requirement (DCR) standards.

Ministry of New and Renewable Energy (MNRE) has amended the ALMM order and included a new provision which mandates the listing of domestically manufactured solar PV cells and modules in the DCR Verification Portal.
MNRE in its memorandum stated that a portal is being operated by the National Institute of Solar Energy (NISE) to ensure traceability of domestically manufactured solar PV cells and modules and help in the verification of Domestic Content Requirement (DCR) in solar PV modules deployed in the country.
“All the existing ALMM enlisted manufacturers shall register their solar PV manufacturing facilities on the said portal and start feeding the data in respect of solar PV modules and solar PV cells being manufactured by them, on the said portal, within one month from the date of issuance of this O.M.,” mentioned the notification.
It further added that in future, the aforesaid portal shall be the exclusive mechanism for verification of DCR. “In case any solar PV module which has been claimed by the manufacturer to be DCR compliant, fails in DCR verification through this portal, the concerned manufacturer may have to face actions as listed in MNRE’s O.M. No. 283/5/201 8-GRID SOLAR dated 16.10.2023,” it noted.
Further, all future applications for enlistment, renewal, the addition of models and provisional enlistment in ALMM, shall be accompanied by a certificate on the letterhead of the solar PV manufacturer, certifying that data in respect of solar PV modules and solar PV cells manufactured by the manufacturing facilities for which the application is being made, has been filled in the aforesaid portal failing which the ALMM application will be rejected.
MNRE has asked all concerned stakeholders to mandatorily fill all past data (from January 1, 2024 onwards) in respect of DCR-compliant solar PV modules on the DCR Verification portal operated by the National Institute of Solar Energy.
The Ministry further notified that from December 1, 2024 onwards, any solar PV module, whose DCR credentials cannot be verified through the aforesaid DCR verification portal, shall not be accepted under MNRE’s CPSU Scheme Phase-II, PM Surya Ghar Muft Bijli Yojana and PM-KUSUM.
