MNRE Makes Consumer Approval of Agreements Mandatory on PM Surya Ghar Portal
The Ministry of New and Renewable Energy has mandated digital consumer verification for Vendor-Consumer Agreements on the PM Surya Ghar Muft Bijli Yojana (PMSG MBY) Portal, making consumer approval mandatory before installation can proceed.

The Ministry of New and Renewable Energy (MNRE) has mandated digital consumer verification for vendor-consumer agreements on the PM Surya Ghar Muft Bijli Yojana (PMSG MBY) Portal.
The Portal has introduced a digital consumer verification process for Vendor-Consumer Agreements, requiring consumers to review and approve agreements through their portal login before vendors can proceed with installation.
Under the new process, vendors must enter the total cost of the RTS installation, including taxes and all charges, while uploading the agreement in the My Applications module. The amount must match the quotation submitted during the feasibility stage, where applicable, such as loan applications or capacities above 10 kW.
After the agreement is uploaded, the application will remain pending with the status “Agreement sent to Consumer for Confirmation”. Consumers will receive an SMS, email and portal alert to review and approve or reject the agreement. The Upload Installation option will remain disabled until approval is received.
If an agreement is rejected, vendors can view the consumer’s remarks and upload a corrected document. Any changes made after consumer approval will invalidate the earlier approval and trigger the verification process again. Vendors have also been advised to ensure that agreement details, component brands and pricing accurately match the portal records and actual installation.
