MNRE Issues Quality Control Order for Solar Thermal Systems

The MNRE has issued the Solar Thermal Systems Quality Control Order, mandating compliance with Indian Standards for solar thermal products. Effective 180 days post-publication, the order aims to enhance product quality and ensure market surveillance by the Bureau of Indian Standards.

In a significant move to enhance the quality and standardisation of solar thermal products in India, the Ministry of New and Renewable Energy (MNRE) has issued the Solar Thermal Systems, Devices, and Components (Quality Control) Order, 2024, under the Bureau of Indian Standards Act, 2016.

The Order mandates that specific goods related to solar thermal systems must conform to established Indian Standards, and these products are required to bear the Standard Mark, issued under a license from the Bureau of Indian Standards (BIS). The order will come into effect 180 days after its publication in the Official Gazette, allowing stakeholders time to adjust to the new regulations.

The order applies to a range of solar thermal goods, including Solar Flat Plate Collectors, All Glass Evacuated Tubes for solar water heating systems, and Storage Water Tanks for evacuated tube systems. The corresponding Indian Standards for these products are specified in the annexed Schedule.

The Bureau of Indian Standards has been designated as the certifying and enforcing authority for these goods. Additionally, the Bureau, along with other agencies notified by it in consultation with the MNRE, will conduct market surveillance to ensure compliance with the standards.

The Order includes provisions for penalties against individuals or entities that fail to comply with its regulations, underlining the government's commitment to maintaining high standards in the renewable energy sector. 

The Quality Control Order aims to foster better quality control and safety measures for solar thermal products, thereby supporting the broader goal of enhancing renewable energy usage across India.
