MNRE Issues Clarifications on BioCNG Generation Criteria under Waste-to-Energy Guidelines

Ministry of New and Renewable Energy clarifies performance inspection criteria for BioCNG plants, linking CFA release to minimum generation thresholds under revised WTE guidelines.

The Ministry of New and Renewable Energy (MNRE) has issued clarifications regarding the Waste-to-Energy (WTE) programme under Phase-I of the National Bioenergy Programme (NBP). The programme, originally notified on November 2, 2022, was revised with new guidelines on June 27, 2025.

Under the updated rules, performance inspections for BioCNG plants require three consecutive months of operation. During this period, plants must operate continuously for 24 hours at a minimum of 80 percent of rated capacity or the maximum CFA-eligible capacity, whichever is lower. The MNRE has provided illustrations of minimum generation requirements for BioCNG plants ranging from 2 to 33 TPD to ensure uniform interpretation.

The memorandum details the generation thresholds for releasing Central Financial Assistance (CFA) to BioCNG projects. For instance, a 2 TPD plant must generate at least 1.6 TPD to be eligible for 100 percent of sanctioned CFA, while a 10 TPD plant must generate a minimum of 8 TPD. Projects larger than 24 TPD are required to provide generation data for 24 hours at a minimum of 50 percent of rated capacity.

It also notes that no CFA will be provided if the Plant Load Factor (PLF) falls below 50 percent. The guidelines are aimed at standardizing performance evaluation and ensuring financial support aligns with actual plant operations.
