MNRE Invites Proposal for Establishing Centre of Excellence under National Green Hydrogen Mission

The Ministry of New and Renewable Energy has invited proposals from eligible entities to establish Centres of Excellence (CoEs) under the National Green Hydrogen Mission's R&D Scheme, aiming to strengthen India’s Green Hydrogen ecosystem through advanced research, technology development, and industry collaboration.

The Ministry of New and Renewable Energy (MNRE) has invited proposals for establishment of Centre of Excellence (CoE) under the Research and Development (R&D) Scheme of National Green Hydrogen Mission (NGHM) from the eligible entities. The last date of submission of applications is December 19, 2024.

Launched on January 4, 2023, with an outlay of INR 19,744 crore, NGHM aims to make India a Global Hub for production, usage and export of Green Hydrogen and its derivatives. The Ministry has allocated INR 400 crores for R&D activities.

The R&D Scheme aims at scaling up the R&D efforts to promote indigenous technology development for wide spread deployment of Green Hydrogen Technology in an efficient and cost-effective manner across the country.

Under this R&D Scheme, the Ministry proposes to set up Centres of Excellence (CoEs) for supporting integrated research in Green Hydrogen sector, typically covering multiple areas in the Green Hydrogen value chain viz., production, transport & storage, applications and safety.

“These CoEs would serve as hubs for cutting-edge research, skill development, information dissemination and industry collaboration. CoEs would provide strategic guidance, foster synergies among stakeholders, implement cutting-edge research projects to improve process and system efficiencies and develop new products in the Green Hydrogen value chain. CoEs would also aggregate and channelise expertise and resources in various components of Green Hydrogen ecosystem,” noted the office memorandum issued by the MNRE.

It further noted, “As per Para 4.1.(iv) of the R&D Scheme Guidelines issued on 15.03.2024, a network approach will be undertaken involving the academia-industry-government to ensure seamless transfer and commercialisation of new technology. Therefore, CoEs will work closely with industry on transfer and commercialisation of developed technologies.”

This Call for Proposals aims to develop Centres of Excellence (CoEs) as central hubs for strengthening the Green Hydrogen ecosystem in India. “It seeks to foster partnerships between industry, academia, and government to meet the ambitious goals set under the National Green Hydrogen Mission. Additionally, the initiative focuses on identifying innovative solutions for Green Hydrogen production, storage, and transportation, particularly those with the potential to reach advanced Technology Readiness Levels (TRLs),” noted the memorandum.

The program also intends to accelerate the scaling of technologies that are already at an intermediate development stage (TRL 5-7) and to support the development and demonstration of pilot projects that offer novel solutions in the Green Hydrogen value chain, positioning them for nationwide deployment.

Furthermore, the Call for Proposals emphasises enhancing workforce skills through technical training, increasing public awareness, and promoting the acceptance and adoption of clean hydrogen solutions. Finally, it seeks to establish the CoEs as knowledge partners for industries and stakeholders involved in the Green Hydrogen ecosystem.

As for eligibility, project proposals to develop Centres of Excellence (CoEs) with financial support under the R&D Scheme can be submitted by Academic Institutions, R&D Institutions, Government Institutions, PSUs, Private Research Institutions. Industries having adequate experience and infrastructure can also participate in partnership with the above-mentioned entities. Consortium/Joint Venture of two or more entities mentioned above can also submit proposal for funding.

Selected entities would be eligible for total financial support up to 50 percent of the project cost. Balance cost is to be borne by the successful bidder.
