MNRE Flags Incorrect Rooftop Solar Billing by DISCOMs, Refers Complaints for Resolution
MNRE has acknowledged complaints over incorrect electricity bills issued by DISCOMs after residential rooftop solar installations and is referring cases to state utilities to ensure resolution and accurate net metering.

The Ministry of New and Renewable Energy (MNRE) has acknowledged receiving multiple complaints regarding incorrect electricity billing by distribution companies (DISCOMs) following the installation of residential rooftop solar systems, highlighting concerns over billing accuracy under the PM Surya Ghar Muft Bijli Yojana.
The Ministry said that consumers have reported discrepancies in electricity bills after commissioning rooftop solar systems, primarily due to issues related to net metering and accounting of surplus electricity exported to the grid. According to MNRE, such complaints are being referred to the respective state DISCOMs and utilities for resolution.
The Ministry noted that billing disputes generally arise when exported solar energy is not accurately reflected in consumers' electricity bills, resulting in incorrect charges despite operational rooftop solar systems. Since electricity distribution is managed by state utilities, the concerned DISCOMs are responsible for investigating and resolving these complaints.
The issue assumes significance as the government continues to expand rooftop solar deployment under the PM Surya Ghar Muft Bijli Yojana, which aims to accelerate residential solar adoption across the country. Accurate net metering and timely billing are considered critical to ensuring that consumers receive the financial benefits of their rooftop solar investments and to maintaining confidence in the programme.
MNRE has indicated that it will continue to monitor complaints received from consumers while coordinating with state DISCOMs to facilitate their resolution. The Ministry has not announced any new guidelines or changes to the existing billing framework.
