MNRE Exempts Residential Rooftop Projects Opting Out of CFA from ALMM-II Compliance

The Ministry of New and Renewable Energy has exempted residential rooftop solar consumers opting out of Central Financial Assistance and availing net metering under the PM Surya Ghar scheme’s ‘Give It Up’ option from ALMM List-II cell requirements until March 31, 2027.

The Ministry of New and Renewable Energy (MNRE) has clarified that residential rooftop solar consumers opting for the ‘Give It Up’ category under the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) will be exempt from the applicability of the Approved List of Models and Manufacturers (ALMM) List-II for solar photovoltaic (PV) cells until March 31, 2027.
 
In an Office Memorandum dated June 8, 2026, MNRE stated that the exemption applies to residential consumers who choose net metering under the ‘Give It Up’ campaign of the PM Surya Ghar scheme and voluntarily forgo the Central Financial Assistance (CFA) available under the programme.
 
The clarification follows representations received by the ministry seeking clarity on whether consumers in the ‘Give It Up’ category would be required to comply with ALMM List-II requirements for solar PV cells. The ministry referred to its earlier order dated May 25, 2026, and the PM Surya Ghar guidelines issued on June 7, 2024, to arrive at the clarification.
 
According to the memorandum, residential consumers availing net metering under the ‘Give It Up’ option will remain governed by the PM Surya Ghar scheme guidelines until the scheme concludes on March 31, 2027. To avail the exemption, applications must be submitted exclusively through the PM Surya Ghar National Portal.
 
The ministry further clarified that eligible consumers will not be required to separately apply through the Domestic Content Requirement (DCR) Portal managed by the National Institute of Solar Energy (NISE) for obtaining exemption from ALMM List-II requirements.
 
MNRE emphasised that the exemption is limited only to residential rooftop solar projects under the ‘Give It Up’ category of PM Surya Ghar. All other rooftop solar projects will continue to be governed by the existing ALMM regulations and applicable orders.
 
In April 2026, MNRE allowed residential rooftop solar installations under PM Surya Ghar without a DCR certificate via the 'Give It Up' option, for consumers who opt out of CFA benefits.
