MNRE Discontinues Vendor Undertaking for Repeated Solar Module, Inverter Serial Numbers

The Ministry of New and Renewable Energy has tightened compliance norms under the PM Surya Ghar: Muft Bijli Yojana by discontinuing the undertaking-based provision for repeated solar module and inverter serial numbers and mandating automated verification through the National Institute of Solar Energy’s integrated DCR portal system.

The Ministry of New and Renewable Energy (MNRE) has withdrawn the provision that allowed vendors to submit applications with repeated solar module or inverter serial numbers under an undertaking mechanism in the PM Surya Ghar: Muft Bijli Yojana, tightening compliance norms for rooftop solar installations under the scheme.
 
In a recent notification, MNRE stated that installation submissions containing repeated solar module or inverter serial numbers will no longer be accepted on the National Portal for all new applications submitted after May 26, 2026. The decision comes after a review of the temporary relaxation introduced through an earlier Office Memorandum issued on April 12, 2025.
 
The earlier mechanism had permitted vendors to proceed with applications flagged for repeated serial numbers by submitting a legal undertaking, amid concerns over inadvertent or intentional duplication of solar module and inverter serial entries on the National Portal.
 
The move is linked to the integration of the National Institute of Solar Energy’s (NISE) Domestic Content Requirement (DCR) verification portal with the National Portal for PM Surya Ghar: Muft Bijli Yojana. Under the integrated system, vendors are now required to generate a Business-to-Consumer (B2C) DCR certificate for each end consumer through the DCR portal and enter the 16-digit DCR certificate number on the National Portal.
 
Based on the certificate number, the portal automatically fetches the corresponding solar module serial numbers and module capacity details allocated to that consumer, reducing manual entry errors and improving traceability of domestically manufactured solar PV modules deployed under the scheme.
 
MNRE had earlier clarified that only domestically manufactured modules using domestically manufactured solar cells are eligible under the PM Surya Ghar scheme, in line with Domestic Content Requirement norms. The DCR verification portal operated by NISE was introduced to ensure traceability and verification of solar PV cells and modules deployed across MNRE-supported schemes.
 
The April 2025 memorandum had also mandated all stakeholders to upload historical data from January 1, 2024, onwards onto the DCR verification portal. It further stated that from December 1, 2024, solar modules whose DCR credentials could not be verified through the portal would not be accepted under schemes, including PM Surya Ghar: Muft Bijli Yojana, CPSU Scheme Phase-II, and PM-KUSUM.
 
Under the now-discontinued interim arrangement, applications with repeated module or inverter serial numbers were flagged on the National Portal, and vendors could continue submissions after furnishing a legal undertaking. Applications already processed with repeated serial numbers were also being returned for correction and re-verification by DISCOMs.
 
With the latest decision, MNRE has effectively closed that temporary compliance window, signalling stricter enforcement of serial number verification and traceability requirements in residential rooftop solar installations under the PM Surya Ghar programme.
