MNRE Directs RE Developers to Submit ALMM List-II Extension Requests Only Through DCR Portal
The Ministry of New and Renewable Energy has mandated renewable power developers seeking commissioning extensions beyond June 1, 2026 under ALMM List-II to submit project-specific exemption requests through the DCR Portal with detailed documentary proof by June 30, 2026.

The Ministry of New and Renewable Energy (MNRE) has directed all renewable power developers seeking extension for project commissioning beyond June 1, 2026 under the Approved List of Models and Manufacturers (ALMM) List-II compliance framework to submit their requests exclusively through the dedicated Domestic Content Requirement (DCR) Portal.
The directive follows MNRE’s Office Memorandum dated May 25, 2026, in which MNRE decided not to grant any blanket extension beyond June 1, 2026. However, renewable energy projects that had either completed solar module installation or undertaken “effective steps” towards project execution before the deadline may be considered for exemption from ALMM List-II requirements on a project-specific basis.
As per the latest notification, developers requesting consideration for time extension must upload all prescribed supporting documents and evidence on the DCR Portal by June 30, 2026. The ministry clarified that only developers falling under the eligible categories defined in the OM would be considered for relief.
Under Category I, projects where 100 percent of solar PV modules had been installed before June 1, 2026 but commissioning remained pending may qualify for exemption. Developers will be required to submit approval or certification from the concerned Electrical Inspectorate confirming completion of DC-side installations, including module installation.
Under Category II, projects that had undertaken “effective steps” before the deadline must satisfy multiple conditions simultaneously to qualify for consideration. These include possession of at least 75 percent of project land before June 1, 2026, achievement of financial closure, grant of in-principle connectivity, and approval of electrical drawings before May 1, 2026.
Additionally, developers must either demonstrate that 100 percent of required solar modules had reached the project site before notification of the memorandum or prove that over 50 percent of modules had already been installed prior to June 1, 2026. Supporting documents such as land records, loan sanction letters, connectivity approvals, GST invoices, e-way bills, geo-tagged photographs and Electrical Inspectorate certifications will be required.
The portal can be accessed through the National Institute of Solar Energy’s (NISE) online platform at https://solardcrportal.nise.res.in/.
MNRE has categorically stated that no physical applications will be accepted for processing. Developers have also been advised to ensure that all information and documentary evidence submitted on the portal is complete, accurate, and duly authenticated to avoid delays or rejection of claims.
Separately, the ministry clarified in the May 25 OM that residential consumers opting out of Central Financial Assistance under the PM Surya Ghar: Muft Bijli Yojana “Give It Up” campaign will continue to remain governed by the scheme guidelines until March 31, 2027 and must continue applying through the national portal.
