MNRE Clarifies Commercial Deployment of Prototype Wind Turbines Requires ALMM Wind Listing

The Ministry of New and Renewable Energy has clarified that prototype wind turbine models can be commercially deployed only after inclusion in the ALMM Wind List, while testing installations may continue before enlistment.

The Ministry of New and Renewable Energy (MNRE) has clarified that prototype wind turbine models can be deployed for commercial purposes only after they are included in the Approved List of Models and Manufacturers (ALMM) Wind List.

In an Office Memorandum, the ministry issued the clarification with respect to its amendment to the Revised Guidelines for Installation of Prototype Wind Turbine Models, which was notified on June 25, 2026.

The clarification states that while commercial deployment of prototype wind turbine models will be permitted only after the respective wind turbine model is enlisted in the ALMM (Wind) List, developers and manufacturers can continue installing and commissioning prototype models for testing before ALMM enlistment.

According to the ministry, such testing installations will continue to be governed by Clause 5 of the Revised Guidelines for Installation of Prototype Wind Turbine Models issued on June 12, 2025.

The clarification provides greater regulatory certainty by distinguishing between prototype installations meant for testing and those intended for commercial deployment, while reinforcing the requirement of ALMM (Wind) inclusion before commercial use.
