MNRE Approves INR 436.93 Cr R&D Programme to Accelerate Indigenous RE Technologies
MNRE has approved an outlay of INR 436.93 crore for the continuation of its Renewable Energy Research and Technology Development (RE-RTD) Programme during the 2026-27 to 2030-31 period to strengthen indigenous clean energy innovation and manufacturing, including perovskite photovoltaic manufacturing through pilot lines.

The Ministry of New and Renewable Energy (MNRE) has granted administrative approval for the continuation of its Renewable Energy Research and Technology Development (RE-RTD) Programme during the 16th Finance Cycle (2026-27 to 2030-31) with a total outlay of INR 436.93 crore.
According to an order issued by the ministry, the programme aims to scale up research and development (R&D) efforts to promote indigenous technology development and manufacturing for the widespread deployment of new and renewable energy technologies in an efficient and cost-effective manner across the country.
The programme seeks to strengthen India's research and innovation ecosystem by supporting research, technology development and demonstration (RTD&D), commercialisation of innovative renewable energy systems, pilot projects, testing infrastructure and resource assessment.
Among its key objectives are supporting early-stage and advanced technology development, promoting innovation through prototype development and international collaboration, strengthening indigenous manufacturing capabilities across solar, wind, bioenergy, geothermal, energy storage, hybrid systems and other emerging renewable energy technologies, and encouraging recycling, reuse and circular economy solutions for end-of-life renewable energy systems and components.
As part of the programme, MNRE plans to support around 50 R&D projects over the five-year period, establish 10 new renewable energy testing laboratories and centres, and advance the development of perovskite photovoltaic manufacturing through pilot lines, scale-up activities, advanced process improvements, characterisation, standardisation and industry-oriented R&D.
The programme also includes support for resource assessment, Centres of Excellence, international collaborations and technology demonstration projects aimed at accelerating commercial deployment.
The ministry has outlined differentiated funding support under the scheme. Government organisations, academic institutions, non-profit research organisations and public research institutions will be eligible for up to 100 percent financial assistance, while industries, start-ups, private institutions and entrepreneurs can receive up to 50 percent support.
For projects involving technology upgradation from Technology Readiness Level (TRL) 3-4 to TRL 6-9 or emerging renewable energy technologies requiring specialised support, MNRE may provide funding of up to 70 percent of the project cost, subject to recommendations of the R&D Project Appraisal Committee (RDPAC).
The programme also envisages annual budgetary support to the Anusandhan National Research Foundation (ANRF) for implementing the Mission for Advancement in High-impact Areas in Renewable Energy (MAHA-RE) in collaboration with MNRE.
Further, startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) will be eligible for support either through incubation centres or directly for technology scale-up, with financial assistance linked to the issuance of Compulsorily Convertible Preference Shares (CCPS).
The ministry expects the scheme to accelerate the commercialisation of indigenous renewable energy technologies, strengthen domestic manufacturing capabilities, expand testing and certification infrastructure, foster industry-academia collaboration and contribute to India's long-term clean energy transition and energy security.
