The Ministry of New and Renewable Energy (MNRE) has amended the Revised Guidelines for Installation of Prototype Wind Turbine Models, introducing changes related to power procurement from prototype wind turbines and the conditions for their commercial installation.
According to an Office Memorandum, the amendments modify paragraphs 5 and 8 of the revised guidelines originally issued on June 12, 2025.
Under the amended paragraph 5, each prototype wind turbine model will continue to be allowed a maximum of three wind turbines for synchronization and commissioning. However, the revised provision now permits the scheduled power generated from these prototype wind turbine models to be purchased by DISCOMs or any other entity at a mutually agreed tariff or a tariff regulated by the Central Electricity Regulatory Commission (CERC) or the concerned State Electricity Regulatory Commission (SERC).
Earlier, the clause only specified that a maximum of three prototype wind turbines could be installed for synchronization and commissioning, without providing any framework for the sale or procurement of electricity generated by these turbines.
The ministry has also amended paragraph 8, replacing the earlier requirement that serial production and installation of prototype wind turbines would not be allowed until the turbine model was included in the Revised List of Models and Manufacturers (RLMM).
Under the revised provision, installation of prototype wind turbines will not be allowed until the wind turbine model is included in the Approved List of Models and Manufacturers (Wind).
The Office Memorandum states that all other provisions of the guidelines remain unchanged and that the amendments have been issued with the approval of the competent authority.
