MNRE Allocates INR 258.83 Crore for Renewable Energy Skilling, Research and Training
The Ministry of New and Renewable Energy has approved an INR 258.83 crore Human Resource Development Programme for FY 2026-27 to 2030-31, including INR 58.83 crore in committed liabilities, to expand renewable energy training, fellowships, internships and education infrastructure.

The Ministry of New and Renewable Energy (MNRE) has approved the continuation of its Human Resource Development (HRD) Programme in New and Renewable Energy for FY 2026-27 to 2030-31, with a total financial outlay of INR 258.83 crore, including INR 58.83 crore in committed liabilities from the previous HRD scheme.
The programme's year-wise financial allocation is INR 58.10 crore for FY 2026-27, INR 75.33 crore for FY 2027-28, INR 52.40 crore for FY 2028-29, INR 39 crore for FY 2029-30 and INR 34 crore for FY 2030-31.
The programme aims to institutionalise renewable energy education and training and develop qualified and trained manpower to meet the requirements of India's expanding renewable energy sector. It covers short-term training and skill development, fellowships and internships for higher studies and research, strengthening of renewable energy education and training infrastructure, Renewable Energy Chairs, a virtual learning environment and a digital platform to connect trained manpower with potential employers.
Under the short-term training component, MNRE plans to support approximately 7 lakh man-days of training for 12,500 personnel in the design, installation, operation, maintenance and repair of renewable energy systems. Existing programmes including Suryamitra, Vayumitra, Varunmitra, Jal Urja Mitra and Jaiv Urjamitra will continue on a pan-India basis, with training focused on areas with renewable energy potential and installed projects.
The HRD programme will also focus on skilling, upskilling and reskilling in 100 identified renewable energy districts, with INR 40 crore allocated for hyper-localised jobs planning. The training framework includes Recognition of Prior Learning, upskilling programmes of 30-132 hours and NSQF-aligned short-term courses of 200-600 hours. Training may include classroom learning, practical sessions, on-the-job training, apprenticeships, soft skills and entrepreneurship training.
The scheme also provides INR 15 crore for fellowships supporting up to 165 highly educated and research personnel, including M.Tech, PhD, Research Associates and Post-Doctoral Fellows. In addition, INR 3 crore has been allocated for internships for students pursuing renewable energy education and research through a consortium involving government, academia, research institutions and industry. The programme provides for approximately 250 internship opportunities, equivalent to around 1,500 internship months.
MNRE has allocated INR 10 crore for establishing up to five Renewable Energy Chairs, at INR 2 crore per Chair. The Chair Professors will support research, higher education, course development, industry-academia collaboration and policy advice, with emerging areas such as green hydrogen, battery storage, offshore wind and smart grids identified for research and advisory activities.
The programme will also strengthen renewable energy education and training infrastructure. MNRE has allocated INR 10 crore for upgrading renewable energy infrastructure at up to 10 IITs and universities, while INR 20 crore will support the development of approximately 50 training institutes as renewable energy institutes, with support of up to INR 40 lakh per institute. Another INR 2 crore has been earmarked for pilot model classrooms with digital aids in renewable energy institutes across the top 10 renewable energy states.
A further INR 30 crore has been allocated for a virtual learning environment and teaching aids. The digital learning ecosystem will be modelled on the iGOT framework and will cover renewable energy, related applications, alternative technologies and AI-related applications in renewable energy. The programme also proposes making content available in regional languages and conducting pilot training, upskilling, certification and refresher programmes for trainers, trainees, employers, faculty and working professionals.
MNRE will also establish a Trainee-Employer Connect digital platform to bridge the gap between trained manpower and market vacancies. The platform will seek participation from industry for direct recruitment, apprenticeships, job fairs and training collaborations, with the objective of connecting certified and trained personnel with employment opportunities. INR 12 crore has been earmarked for the Green Talent Platform and Trainee-Employer Connect, including pilot training programmes and outreach activities.
For implementation and monitoring, MNRE plans to constitute an HRD Advisory and Monitoring Committee comprising representatives from academia, research institutions, MNRE institutions and industry. A Technical Expert Committee will provide implementation support and identify eligible renewable energy-focused districts and beneficiary training institutes. A dedicated Programme Management Unit will oversee administrative monitoring, progress tracking, stakeholder consultations and programme reviews.
