Mizoram Invites Bids for 1.5 MW Solar Power Plant, Battery Backup at Zoram Medical College

Mizoram has invited bids for INR 13.09 crore EPC project to develop a 1.5 MW solar power plant with a 900 kWh battery energy storage system at Zoram Medical College & Hospital.

Mizoram has invited bids for the installation of a 1.5 MWp grid-connected solar photovoltaic (SPV) power plant at Zoram Medical College & Hospital (ZMC&H), Falkawn, with an estimated project cost of INR 13.09 crore. The tender has been floated by the Power & Electricity Department, Government of Mizoram, under an EPC (Engineering, Procurement and Construction) turnkey model.

According to the tender document, the project will involve the design, engineering, supply, installation, testing and commissioning of the solar plant, along with associated electrical infrastructure and a five-year operation and maintenance (O&M) contract. The project is planned across multiple buildings within the ZMC&H campus, utilising approximately 8,644 square metres of rooftop space to install a total of 1,500 kWp of solar capacity.

The tender also includes a 900 kWh Battery Energy Storage System (BESS) comprising three 300 kWh Lithium Ferro Phosphate (LFP) battery banks with Battery Management Systems (BMS). The storage system is intended to provide backup power for critical hospital facilities, including operation theatres and intensive care units, for up to 7.5 hours.

As part of the project scope, the selected contractor will supply and install 2,728 monocrystalline solar modules of at least 550 Wp capacity, four 300 kVA grid-connected inverters, three 100 kVA hybrid inverters, module mounting structures, SCADA and remote monitoring systems, and bidirectional metering infrastructure. The scope further includes construction of a 1 km LT ABC distribution line, installation of three 500 kVA distribution transformers, associated switchgear and 11 kV cabling works.

The Power & Electricity Department has adopted a single-stage, two-envelope bidding process. A pre-bid meeting is scheduled for July 16, 2026, while bids must be submitted by July 23, 2026. Technical bids will be opened on the same day.

The tender carries an earnest money deposit (EMD) of INR 23.09 lakh and a tender processing fee of INR 2,500. The successful bidder will be required to furnish a performance security equivalent to 10 percent of the accepted contract value. The project is expected to be completed within nine months from the effective date of the contract, while the bid validity period has been fixed at 180 days.

To qualify, bidders must have prior experience in executing grid-connected solar projects, including at least one solar installation of 500 kWp or more, and demonstrate an average annual turnover of at least INR 3.93 crore over the last three financial years. Joint ventures of up to two partners are permitted under the tender conditions.
