Ministry of Heavy Industries Calls for Re-bidding in PLI Scheme for ACC Manufacturing

The bidding process invites prospective applicants to submit their bids for establishing a domestic manufacturing facility, making them eligible for incentives under the PLI ACC scheme.

In a move to bolster the domestic manufacturing of Advanced Chemistry Cells (ACC), the Ministry of Heavy Industries (MHI) has announced the re-bidding of Production Linked Incentives (PLI) for a 10 GWh capacity. 

The bidding process invites prospective applicants to submit their bids for establishing a domestic manufacturing facility, making them eligible for incentives under the PLI ACC scheme.

The bidding process will unfold online through a transparent two-stage process, utilizing the Quality and Cost Based Selection (QCBS) mechanism on the CPP Portal. 

Tender documents have been made available from January 24, with a pre-bid conference scheduled for February 12. The bid due date is set for April 22, and bids will be opened on April 23.

The Ministry of Heavy Industries, dedicated to fostering growth in the Capital Goods, Automobile, and Heavy Electrical Equipment sectors, aims to encourage clean and green public transport. Initiatives such as the Faster Adoption and Manufacturing of Electric Vehicles (FAME-II) scheme underscore the commitment to reduce dependence on fossil fuels and tackle vehicular emissions.

Commenting on the re-bidding of PLI for ACC, Dr. Mahendra Nath Pandey, Union Minister of Heavy Industries, emphasized MHI's support for India's manufacturing capabilities and exports in the automobile sector. He reiterated MHI's dedication to realizing Prime Minister Narendra Modi's vision of a self-reliant (Atmanirbhar) and developed India (Viksit Bharat), aligning with the goal of making the country net zero by 2070.

The PLI scheme for ACC is part of broader initiatives, including PLI-Auto and FAME-II, aimed at promoting environmentally friendly product manufacturing in the automotive industry. The Cabinet approved the technology-agnostic PLI Scheme on the 'National Programme on ACC Battery Storage' in May 2021, with a target manufacturing capacity of 50 GWh and an outlay of INR 18,100 crore.

The first round of ACC PLI bidding concluded in March 2022, resulting in the allocation of a total capacity of 30 GWh to three companies. Program agreements with the selected companies were signed in July 2022. 

Recently, the Government of India, through MHI, released a Request for Proposal (RfP) for shortlisting and selecting bidders under the PLI Scheme 'National Programme on ACC Battery Storage' for setting up Battery Manufacturing Units with a total capacity of 10 GWh and a maximum budgetary outlay of INR 3,620 crore.
