MHI Tightens Localisation Norms for N2, N3 e-Trucks Under PM E-DRIVE

The Ministry of Heavy Industries has tightened localisation norms under the Phased Manufacturing Programme for N2 and N3 e-trucks under PM E-DRIVE, mandating deeper domestic manufacturing of traction motors and motor controllers from April 1, 2027.

The Ministry of Heavy Industries (MHI) has amended the Phased Manufacturing Programme (PMP) for N2 and N3 category e-trucks under the PM E-DRIVE Scheme, introducing additional domestic manufacturing requirements for traction motors and traction motor controllers from April 1, 2027.
 
Through a notification, MHI has further amended serial numbers 8, 9 and 10 of the PMP for e-trucks. For traction motors (Serial No. 8), domestic manufacturing will be mandatory from April 1, 2027 for N2 category e-trucks. The manufacturing process must include magnet fitment, rotor and stator assembly into the motor, shaft and bearing fitment, enclosure fitment, connector fitment and cable fitment. The same requirements will apply to N3 category e-trucks in cases where the traction motor does not have an integrated transmission.
 
For traction motors integrated with transmission (Serial No. 9), the existing requirement, effective from September 1, 2025, mandates domestic assembly of the integrated traction motor and transmission, traction motor controller, transmission controller and software flashing.
 
From April 1, 2027, the requirements will be expanded to mandate domestic manufacturing of the traction motor and transmission, including magnet, rotor, stator, shaft, bearing, enclosure, connector, cable, transmission and transmission controller fitment.
 
The revised PMP will also require domestic manufacturing of the traction motor controller including inverter, covering assembly of electronic components, semiconductors and connectors on the PCB, along with high-voltage connector, cable, heat-sink and enclosure fitment and software/firmware flashing.
 
For traction motor controllers including inverters (Serial No. 10), N2 category e-trucks are already required, from September 1, 2025, to domestically manufacture the controller and inverter through integration of assembled PCBAs, high-voltage connector, cable, heat-sink and enclosure fitment, as well as software/firmware flashing.
 
From April 1, 2027, this requirement will be strengthened to include domestic assembly of electronic components, semiconductors and connectors directly on the PCB, in addition to the existing fitment and software/firmware requirements.
 
For N3 category e-trucks using traction motors without integrated transmission, the same enhanced manufacturing requirements for traction motor controllers including inverters will apply from April 1, 2027.
