MHI Hosts Pre-Bid Meeting for Second Round of PLI ACC Scheme

The Ministry of Heavy Industries (MHI) orchestrated a pivotal pre-bid congregation at IFCI Limited in New Delhi, setting the stage for the second phase under the Production Linked Incentive (PLI) scheme for Advanced Chemistry Cells (ACC), targeting a cumulative capacity of 10 GWh.
The event witnessed a robust turnout of industry stakeholders and governmental bodies, including NITI Aayog, Ministry of Power, MNRE, and the industry association IESA, underscoring a significant stride towards fortifying India's prowess in ACC manufacturing.
The pre-bid session served as a preparatory forum for the forthcoming global tender, soliciting proposals for the establishment of giga-scale Advanced Chemistry Cell (ACC) manufacturing units, aggregating to a total capacity of 10 GWh. Envisioned under the PLI ACC Scheme, the initiative underscores the Indian government's commitment to fostering indigenous production of technology-agnostic ACCs, resonating with its mandate to nurture innovation and self-sufficiency in the renewable energy domain.
During the meeting, the Ministry delivered a comprehensive presentation delineating the scope and objectives of the global tender for the 10 GWh ACC capacity. Clarifications pertaining to technical specifications, eligibility criteria, and the evaluation process were meticulously addressed. It was also communicated that the deadline for receiving queries from potential bidders is March 4, 2024.
Expressing his sentiments on the occasion, Dr. Mahendra Nath Pandey, Union Minister of Heavy Industries, underscored the significance of the event as a pivotal milestone in the tendering trajectory. He accentuated the pivotal role of the PLI ACC scheme in catapulting India's stature as a frontrunner in sustainable energy technologies. Dr. Pandey reiterated the government's steadfast commitment to fostering an enabling ecosystem for both domestic and international stakeholders to partake in India's renewable energy revolution, aligning with Prime Minister Narendra Modi's vision of a self-reliant (Atmanirbhar) and developed India (Viksit Bharat).
Notably, the tender documents were made available on January 24, 2024, with the bid submission deadline set for April 22, 2024. The bids are slated to be unveiled on April 23, 2024. The bidding process will adhere to an online transparent two-stage mechanism under the Quality and Cost Based Selection (QCBS) framework via the CPP Portal. This approach is poised to ensure integrity, transparency, and efficacy in the bidder selection process, thereby enticing top-tier global talent to contribute to India's ACC manufacturing landscape.
