MHI Amends PM E-DRIVE Scheme, Tightens Localisation Norms for EV Charging Components

The Ministry of Heavy Industries has amended the Phased Manufacturing Programme (PMP) under the PM E-DRIVE Scheme, tightening localisation norms and setting phased deadlines for domestic production of key EV public charging station components.

The Ministry of Heavy Industries (MHI) has recently amended the Phased Manufacturing Programme (PMP) for Electric Vehicle Public Charging Stations (EVPCS) under the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme.

According to the revised guidelines, domestic production of charger enclosures/panels, internal wiring harnesses, and IS/IEC 60309 connectors must have commenced by December 1, 2021. Additionally, any software or mobile applications supporting CMS (Central Management System) and OCPP (Open Charge Point Protocol) must be indigenously developed, with demonstrable source code development processes.

Effective July 1, 2022, AC energy meters, RFID modules, and input switchgear components (RCDs, fuses, SPDs, MCBs, MPCBs) must be locally manufactured. This phase also includes AC output contactors.

Type 2 AC charging guns are required to be domestically produced, effective January 1, 2023. And, from June 1, 2024, DC CCS2 charging guns and charger controllers – responsible for backend connectivity, charge control, and EV communication – must be locally sourced.

Indigenisation of DC energy meters, HMIs/displays, SMPS auxiliary power units, and DC output switchgear (relays, contactors, fuses, voltage/current isolators) came into force from June 1, 2025

Effective December 1, 2025, AC-to-DC power converters and related power modules must be manufactured domestically, marking the final phase of localisation.

The revised guidelines also specify that EVPCS supplied under the PM E-DRIVE Scheme must comply with the PMP standards applicable on the date of the purchase order. “All charging stations must meet IS:17017 technical standards, as tested and certified by a designated MHI testing agency,” it added.

It further clarified that import of EVPCS components in Completely Knocked Down (CKD) form from a single supplier is now prohibited.
These revised PMP rules also apply to all pending EVPCS installations under the FAME-II Scheme, it said.
