MERC Notifies Amendment in RE Regulations Focusing on Virtual Net Metering

Maharashtra Electricity Regulatory Commission has recently notified ‘Grid Interactive Rooftop Renewable Energy Generating Systems (Second Amendment) Regulations, 2024’ which enhances rooftop solar flexibility with virtual net metering and micro grid integration.

The Maharashtra Electricity Regulatory Commission (MERC) has recently notified the Second Amendment to its Grid Interactive Rooftop Renewable Energy Generating Systems Regulations, 2024. This amendment aims to incorporate Virtual Net Metering (VNM) in alignment with the updated consumer rights rules.

The amendment seeks to enhance the accessibility and flexibility of rooftop solar energy for residential consumers, while also tackling the technical and regulatory issues that have arisen since the original regulations were issued.

VNM is a significant addition in this amendment as it allows energy generated from a renewable energy system to be sent to the grid, with the exported energy credited to one or more electricity connections of residential consumers in a multi-story building or housing society within the same distribution area.

The amendment has a provision for energy generated from a renewable system or excess energy from a net-meter to be credited to each participating residential consumer's monthly electricity bill, including common connections, based on the agreed ratio in the net metering agreement.

Further, electricity consumption during any time block (like peak or off-peak hours) will first be offset by electricity generated during the same time block within that billing cycle. Any surplus generation will be treated as if it occurred during off-peak hours for Time of Day (TOD) consumers.

For consumers not on a TOD tariff, the energy generated from the renewable system will be settled monthly in each consumer's electricity bill, based on the ratio specified in the net metering agreement. This ensures a fair distribution of benefits and aligns with the overall grid management strategies.

According to the amendment, grid connectivity and scheduling of the renewable energy generating system installed under virtual net-metering arrangement shall be governed by relevant regulations of the Commission.

“In case of renewable energy generating system set up under gross metering arrangement and virtual net metering arrangement, an additional check meter for the renewable energy generation meter of appropriate class shall be installed by the distribution licensee,” stated the regulation document.
