MeitY Mandates Rated Capacity Verification for Sealed Lithium Cells and Batteries
Ministry of Electronics and Information Technology (MeitY) mandates measurement and verification of rated capacity for sealed secondary lithium cells and batteries to prevent misdeclaration and strengthen consumer protection under BIS standards nationwide.

In a major step to strengthen consumer protection, the Bureau of Indian Standards (BIS) has issued new implementation guidelines mandating the verification of rated capacity for portable sealed secondary lithium cells and batteries. The directive comes following a formal order from the Ministry of Electronics and Information Technology (MeitY) aimed at addressing repeated cases of misdeclaration of battery capacity and ensuring that consumers receive accurate information about the performance of lithium-ion products.
Under the revised framework, all portable lithium cells and batteries must be tested in accordance with Clause 7.3.1 of IS 16047 (Part 3):2018 / IEC 61960-3:2017, which specifies discharge performance testing at 20°C. The measured capacities are to be reported for compliance under IS 16046 (Part 2):2018 / IEC 62133-2:2017, the standard governing safety requirements for lithium-ion cells and batteries.
Manufacturers holding licences valid up to 30 April 2027 are required to comply with these new rated capacity verification requirements by that date, while those with licences extending beyond this period must achieve compliance by the expiry of their licence. Compliance requires submission of third-party laboratory test reports for all lead models covered under the licence. Laboratories are now required to report measured capacity values in the updated unified test report format. Licensees must also provide an undertaking confirming that all remaining models meet the standard. Failure to comply within the specified timelines may result in suspension, cancellation of licences, or deletion of models from the approved scope.
For new applicants, existing applications where samples have already been submitted and test reports issued can proceed without additional testing, provided applicants undertake to submit rated capacity test results by the licence validity date. From 1 May 2027 onwards, no licence under IS 16046 (Part 2) will be granted unless rated capacity verification is included in the test report. Applications requesting a change in scope of licence will be subject to the same conditions as new applications.
The guidelines follow MeitY’s order, which highlighted that, although IS 16046 requires declaration of rated capacity, multiple cases of misdeclaration had been reported, prompting mandatory verification. BIS has clarified that these requirements are effective immediately and must be strictly followed by all manufacturers and applicants.
