Mahasamruddhi Renewable Energy Seeks Buyers for 164 MW of Solar Power Under Open Access

Mahasamruddhi Renewable Energy, a special purpose vehicle of MSRDC, has invited bids for the long-term purchase of 164 MW solar power through tariff-based open access from its highway-based solar projects along the Mumbai–Nagpur expressway. Bid submission ends on May 23, 2025.

Mahasamruddhi Renewable Energy, an SPV of Maharashtra State Road Development Corporation, has floated a tender for the sale of 164 MW of solar power on a long-term basis through tariff-based bidding under open access from its projects located at various interchanges along Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg – a highway connecting Mumbai and Nagpur.

 The scope of bidders includes purchasing power from MREL's solar projects under long-term open access, managing all associated formalities and charges, and adhering to the PPA terms.

Bidders need to pay INR 10,000 (plus GST) as a tender document fee and INR 50,000 (plus GST) as a tender processing fee. Further, they need to furnish INR 5 lakh as an earnest money deposit (EMD).

The last date for submission of bids is May 23, 2025. The techno-commercial bids will be opened on May 26, 2025.

Selected bidders must sign a PPA within ten days of the letter of award. They must also provide operation and maintenance services for the time specified in the PPA.

The base tariff for the PPA’s initial 5 years would be INR 3.30/kWh, excluding all open access charges, transmission and wheeling charges, cross subsidy surcharge (CSS), additional surcharge (AS), and any other applicable statutory levies. The tariff will escalate by 3 percent every subsequent five years for the balance PPA duration.

The minimum bid submission capacity for government agencies, public sector undertakings, and semi-government entities would be 5 MW.

For industrial consumers, DISCOMs, and licensed power traders, the minimum bid submission capacity would be 10 MW. The tender further specifies that buyers under this category must adhere to a mandatory locking period of 10 years.

Commercial customers, listed and unlisted companies, private limited companies, and private institutions must bid for a minimum capacity of 1 MW and must adhere to a mandatory locking period of 10 years.

The net worth of the bidder as on the last day of the preceding financial year must not be less than INR 35 lakh/MW of capacity being procured. The average annual turnover for the last three financial years of the bidder must not be less than INR 70 lakh/MW of capacity being procured.
