Madhya Pradesh Issues Tender to Procure 800 MW Wind Power
M.P. Power Management Company Ltd. (MPPMCL) has invited bids to procure up to 800 MW of wind power, expandable by another 800 MW under the greenshoe option, through a competitive bidding process and reverse e-auction from projects located across India.

The scope of work includes supplying wind power to MPPMCL, from the already commissioned projects or new project to be commissioned within the stipulated time period.
“Identification of land, installation and ownership of the Project, along with obtaining connectivity and necessary approvals and interconnection with the ISTS network or InSTS network (as applicable) for supply of power to MPPMCL, will be under the scope of the WPD,” specified the tender further adding that for the purpose of InSTS interconnection, the project must be located in Madhya Pradesh.
Bidders need to pay INR 29,500 as a tender document fee. Further, they need to pay a bid processing fee of INR 5 lakh (plus GST) for each project with a capacity of 10 MW to 100 MW and INR 15 lakh (plus GST) for each project with a capacity above 100 MW. Additionally, they need to furnish INR 6.32 lakh/MW as bid security. Selected bidders need to submit INR 31.60 lakh/MW in the form of Bank Guarantee.
The last date for submission of bids is July 23, 2025. The techno-commercial bids will be opened on July 25, 2025.
Bidders can submit bids offering a minimum quantum of contracted capacity of 50 MW for ISTS-connected and 10 MW for InSTS-connected projects. The maximum quantum of bid is 400 MW.
“The total capacity to be allocated to a bidder shall be up to 400 MW and an additional 400 MW under the Greenshoe Option,” noted the tender.
The projects must be located at the locations chosen by the bidder/WPD at its own discretion, cost, risk and responsibility.
The declared/revised annual CUF shall in no case be less than 22 percent. The WPD shall maintain energy supply so as to achieve an annual CUF not less than 80 percent of the declared/revised value and not more than 120 percent of the declared/revised CUF value.
The tender proposes to promote only commercially established and operational technologies to minimise the technology risk and to achieve the timely commencement of power supply from the projects.
In order to ensure only quality systems are installed, and in order to bring-in advantage of latest development/Models, the type certified wind turbine models listed in Revised List of Models and Manufactures (RLMM) issued by MNRE as updated until the SCSD of the projects or as applicable at the time of commissioning will be allowed for deployment under the Scheme.
The net worth of the bidder must be equal to or greater than INR 1.264 lakh/MW of the quoted capacity, in any of the previous three financial years.
Additionally, a minimum annual turnover of INR 61.33 lakh/ MW of the quoted capacity during the previous financial yearor as on the day at least 7 days prior to the bid submission deadline.
Alternatively, the bidder must demonstrate internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes (PBDIT), excluding other and exceptional income, for a minimum amount of INR 12.27 lakh/MW of the quoted capacity.
Alternatively, the bidder must have an in-principle sanction letter from the lending institutions/banks of the bidder, committing a Line of Credit for a minimum amount of INR 15.33 lakh/MW of the quoted capacity, towards meeting the working capital requirement of the project.
