Lumino Industries Emerges as Lowest Bidder for Assam Transmission Project

Lumino Industries has emerged as the lowest bidder for AEGCL's Morigaon substation project in Assam, aimed at enhancing grid stability, transmission capacity, renewable integration and regional energy security.

Lumino Industries Ltd. has emerged as the lowest bidder (L1) for a major power transmission infrastructure project in Assam, securing the position with a competitive bid of INR 176.14 crore.

The project, floated by Assam Electricity Grid Corporation Ltd. (AEGCL) under its Externally Funded Projects division, involves the construction of a 220/132 kV Air Insulated Substation (AIS) at Morigaon along with associated transmission lines. The project  is scheduled for completion within a period of three years.

A total of seven companies participated in the bidding process. During the commercial evaluation, Shyama Power India Ltd. secured the second position (L2) with a bid of INR 193.99 crore, approximately 10.13 percent higher than Lumino Industries' quote. M/S Badri Rai & Company ranked third (L3) with a bid of INR 220.82 crore, while Kanti Prasad Mittal stood fourth (L4) at INR 239.89 crore, representing differences of 25.37 percent and 36.19 percent, respectively, from the lowest bid.

Out of the seven bidders, four qualified for the financial evaluation stage. Three firms, Cabcon India Ltd., HIGH-TECH ECOGREEN CONTRACTORS LLP, and R.S. Infraprojects Pvt. Ltd., were disqualified during the technical evaluation and were not considered for financial bid opening.

The proposed substation and transmission infrastructure are expected to strengthen Assam's power transmission network, enhance grid reliability, and improve electricity connectivity across the region.

Officials noted that the project will play a key role in improving grid stability in central Assam, facilitating the integration of renewable energy sources, and supporting growing industrial and residential power demand. The infrastructure upgrade is also expected to contribute to the state's long-term economic development and energy security objectives.
